February 28, 1968 REVENUE MEMORANDUM CIRCULAR NO. 12-68 TO : All Internal Revenue Officers and Employees and Others Concerned For the information, guidance and compliance of the officers and employees of this Bureau, there are quoted hereunder Memorandum Circular No. 155 dated February 8, 1968 and Memorandum Circular Nos. 158, 159 and 160, all dated February 19, 1968, of the Honorable, the Executive Secretary, which are self-explanatory: llcd "MEMORANDUM CIRCULAR NO. 155 "REQUIRING ALL GOVERNMENT OFFICES TO LIMIT OVERTIME WORK. "In line with the administration's economy program, all government offices, including government-owned or controlled corporations, are hereby required to limit overtime work to what is absolutely essential and necessary in the interest of the service, effective this month." "MEMORANDUM CIRCULAR NO. 158 "REITERATING THE PRESIDENTIAL MEMORANDUM DATED MAY 9, 1966, DIRECTING STRICTNESS IN THE AUTHORIZATION OF LOCAL OFFICIALS TO TRAVEL TO MANILA. "In view of the need for effecting economy in the operations of the government to meet the increasing demands of the public service, all parties concerned are hereby enjoined to strictly observed and comply with the Presidential Memorandum dated May 9, 1966, directing strictness in the authorization of local officials to travel to Manila." "MEMORANDUM CIRCULAR NO. 159 "PROHIBITING THE DETAIL OF NATIONAL GOVERNMENT PERSONNEL FROM THE PROVINCES TO NATIONAL GOVERNMENT OFFICES IN MANILA. "In line with the administration's campaign to reduce to the minimum the administrative expenses of the national government in order to conserve public expenses of the national government in order to conserve public funds for the much-needed projects, the detail of national government personnel with station in the provinces to national government offices in Manila is hereby prohibited, as such detail constitutes a big drain in government funds payable in the form of per diems and allowances incident thereto." llcd "MEMORANDUM CIRCULAR NO. 160 "LIMITING OFFICIAL TRAVEL TO MANILA OF NATIONAL GOVERNMENT EMPLOYEES TO CHIEFS AND ASSISTANT CHIEFS OF OFFICES. "In line with the administration's economy program, it is hereby directed that official travel to Manila of national government employment be limited only to chiefs and assistant chiefs of offices concerned.
