October 1, 2019 REVENUE MEMORANDUM CIRCULAR NO. 115-19 SUBJECT : Publishing the Full Text of Several Republic Acts TO : All Internal Revenue Officials, Employees and Others Concerned For the information and guidance of all internal revenue officials and others concerned, attached is the letter dated September 9, 2019 from Atty. Concepcion Zeny E. Ferrolino-Enad, Director IV of Malacaang Records Office and certified copies of the following Republic Acts, to wit: 1. Republic Act No. 11453 which was approved on August 30, 2019 entitled "AN ACT FURTHER STRENGTHENING THE POWERS AND FUNCTIONS OF THE AUTHORITY OF THE FREEPORT AREA OF BATAAN (AFAB), AMENDING FOR THIS PURPOSE REPUBLIC ACT NO. 9728, OTHERWISE KNOWN AS THE "FREEPORT AREA OF BATAAN (FAB) ACT OF 2009."" 2. Republic Act No. 11457 which was approved on August 30, 2019 entitled "AN ACT CREATING THE DAVAO INTERNATIONAL AIRPORT AUTHORITY, TRANSFERRING EXISTING ASSETS OF FRANCISCO BANGOY INTERNATIONAL AIRPORT TO THE AUTHORITY, VESTING THE AUTHORITY WITH POWER TO ADMINISTER AND OPERATE THE FRANCISCO BANGOY INTERNATIONAL AIRPORT AND APPROPRIATING FUNDS THEREFOR." All concerned are hereby enjoined to be guided accordingly and give this Circular a wide publicity as possible. (SGD.) CAESAR R.
