Ao of Department of the Interior and Local Government and a copy of Memorandum Circular No. 2019-121 dated July 29, 2019 entitled " PRESIDENTIAL DIRECTIVE DURING THE 4TH STATE OF THE NATION ADDRESS OF THE PRESIDENT TO CLEAR ROADS OF ILLEGAL STRUCTURES AND CONSTRUCTIONS ." aScITE All concerned are hereby enjoined to be guided accordingly and give this Circular a wide publicity as possible. DOMINGUEZ III Department of Finance Roxas Boulevard, Manila 1004 Dear Secretary Dominguez : During the 4th State of the Nation Address of the President on July 22, 2019, he said that " all concerned local officials in Metro Manila, and all other cities, to undertake immediate action to ensure the speedy and smooth flow of vehicular traffic. Reclaim all public roads that are being used for private ends ." Likewise, he directed the undersigned and the DILG to take the lead in this initiative. Relative to this, the Department issued Memorandum Circular 2019-121 directing all local government units to " revoke permits that give authority to private entities to occupy public roads, alleys and thoroughfares, observe prudence in placing street signs and signages to avoid exacerbating problems on obstructions and for local sanggunians to revisit ordinances and similar legislative measures to ensure responsiveness to said directive and consistency with related laws and policies ." Apparently, however, this effort will be thoroughly successful if national government agencies will also do their share. Hence, I call on you my fellow Secretaries and other officials being part of the President's official family to fully support this endeavor by working closely with us and the LGUs particularly in ensuring the following: 1. Ensure that official vehicles of your agencies, those personally owned by your officials and employees or those you engage business are properly parked in designated parking areas and do not obstruct the smooth flow of traffic; 2. Removal of all structures whether temporary or permanent if any, that impede the movement of people or obstruct the sidewalks or traffic; and 3. Extend support to LGUs should they be needing further assistance from the national government, particularly from your agency. May we encourage you to direct your respective agencies' regional/field offices to also comply with this Presidential directive. Be rest assured that your support and cooperation and compliance with this directive will not go unnoticed and shall be reported to the President along with the actions being carried out by the LGUs in connection with our Memorandum to them.
