March 4, 1974 REVENUE MEMORANDUM CIRCULAR NO. 11-74 SUBJECT : Signing of Memorandum of Agreement between the Department of Local Government and Community Development and the Bureau of Internal Revenue TO : All Revenue Regional Directors, Revenue District Officers and others concerned For the information and guidance of all concerned, there is quoted below in full the memorandum of agreement entered into between the Department of Local Government and Community Development and this Bureau, to wit: Republic of the Philippines Manila MEMORANDUM OF AGREEMENT "WHEREAS, under the New Society, taxation achieved new dimensions in the economic development of the country and brought out a new sense of discipline among our people; WHEREAS, the Citizen's Assemblies or Barangays played a major role in the attainment of this new sense of national discipline; "WHEREAS, to sustain and maintain such a new sense of discipline the need is felt for government agencies involved one way or the other in taxation to redouble their efforts, nay, join in one big concerted effort to foster tax consciousness and further improve the level of compliance with tax laws; NOW, THEREFORE, the Department of Local Government and Community Development represented by the Honorable Secretary Jose Roo, and the Bureau of Internal Revenue represented by the Honorable, Commissioner Misael P. Vera agreed and pledged: 1. To broaden and coordinate more closely their agencies' tax information-education programs through the establishment of DLGCD-BIR Liaison Representative Group which will meet regularly, at least once a month to formulate, recommend, review, evaluate, modify or review on-going or future projects, bearing on tax information-education. 2. To extend each other full cooperation and assistance in the use of facilities conveniences, particularly the services of the National Association of Barangays and the various regional offices of the Bureau of Internal Revenue. THIS AGREEMENT shall be in force and effect immediately upon the signing of this instrument and thereafter until either or both parties shall request in writing its termination. IN WITNESS WHEREOF, the parties herein by their representatives have affixed their signatures this 26th day of February in the City of Manila, Philippines. VERA" Secretary Commissioner All Revenue Directors and Revenue District Officers are hereby enjoined to implement the terms of the agreement by establishing a dialogue with the local coordinators and/or chairmen of the Citizen's Assemblies or Barangays and setting up the corresponding liaison representative groups envisioned therein. For purposes of coordination, Revenue Directors and Revenue District Officers are enjoined to submit the composition of their respective liaison groups to the Commissioner of Internal Revenue, Attn.: Assistant to the Commissioner Lauro D .
