December 28, 2017 REVENUE MEMORANDUM CIRCULAR NO. 106-17 SUBJECT : Reduction in the Expiry Period of MDS Check Pursuant to Treasury C ircula r No. 03-2017 dated October 20, 2017 TO : All Internal Revenue Officials, Employees and Others Concerned This Circular is hereby issued to inform all internal revenue officials, employees and others concerned, more particularly Revenue Collection Officers (RCOs), Special Collection Officers (SCOs) and Collection Officers (COs), on the reduction of the expiry period of Modified Disbursement System (MDS) check from six (6) months to three (3) months, pursuant to Treasury Circular No. 03-2017 dated October 20, 2017 issued by the Bureau of the Treasury (BTr). Accordingly, pursuant to the transitory provisions of the said Treasury Circular, all MDS checks received from the National Government Agencies (NGAs) in case of payment of taxes starting January 2, 2018 shall not be received, unless the words "VALID FOR THREE MONTHS FROM DATE OF ISSUE" are indicated in the MDS checks. All internal revenue officials and employees concerned are hereby enjoined to give this Circular as wide a publicity as possible. (SGD.) CAESAR R. DULAY Commissioner of Internal Revenue
