September 2, 2021 REVENUE MEMORANDUM CIRCULAR NO. 104-2021 TO : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 19th Anniversary of the Development Policy Research Month Proclamation n No. 247 issued on September 2, 2002, declaring the month of September of every year, as the Development Policy Research Month (DPRM). For CY 2021, the theme for the DPRM Celebration is "Reset and Rebuild for a Better Philippines in the Post-Pandemic World" or "Muling Magsimula at Magtayo Tungo sa Mas Matatag na Pilipinas Pagkatapos ng Pandemya." This year's theme emphasizes that, to be able to rebuild from the COVID-19 Pandemic, the Filipinos need to reset their paradigms and practices by balancing the interests of people, profit, and planet or by placing equal importance on economic, social, and environmental well-being and sustainability to create a better Philippines. The government, business sector, academe, civil society, and the general public should work together in pursuing a shared vision of an equitable, sustainable, and resilient post-pandemic Philippines. All Regional and District Offices are enjoined to provide their own DPRM streamer to be displayed at their building faade throughout the month of September. Attached is the letter of the Philippine Institute of Development Studies (PIDS) which indicates the DPRM website for the details of this year's activities for the DPRM celebration, as well as the format of the DPRM streamer. All concerned are encouraged to participate in the said activity and to give this Circular as wide a publicity as possible. (SGD.) CAESAR R.
