September 8, 2016 REVENUE MEMORANDUM CIRCULAR NO. 098-16 TO : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 27th National Statistics Month and 13th National Convention on Statistics In observance of Presidential Proclamation No. 647 (issued September 20, 1990), which declared the month of October of every year as the National Statistics Month (NSM), the BIR will celebrate the 27th National Statistics Month from October 1-31, 2016, which shall be focused on the theme "Sustainable Development: Making Statistics Count." The celebration, which will coincide with the 13th National Convention on Statistics (NCS) , will pursue the following objectives: a) To promote, enhance and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of the society; and, b) To elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. As the celebration of NSM is a nationwide event, all Revenue Regional and District Offices are requested to provide their own NSM streamers that will be displayed at the facade of their respective buildings throughout the month of October. Revenue personnel may coordinate with the participating agencies in their respective areas for the specific activity(ies) they may wish to be involved in. Attached to this Circular are Philippine Statistical Authority Memorandum Circular No. 01-16 (Annex "A"), as well as the NSM streamer format (Annex B), for the information and guidance of all concerned. VALEROSO DCIR, Operations Group Officer-in-Charge ANNEX A PSA-CTCO-SS-SSPD-1602-01-01 REPUBLIC OF THE PHILIPPINES PHILIPPINE STATISTICS AUTHORITY PSA MEMORANDUM CIRCULAR NO. 01-16 TO : The Heads of Departments, Bureaus, Offices, and Instrumentalities of the National Government, Government-Owned and Controlled Corporations, State Universities and Colleges, Local Government Units, and the Private Sector SUBJECT : Celebration of the 27th National Statistics Month and 13th National Convention on Statistics in October 2016 DATE : January 29, 2016 1. Purpose This Memorandum Circular is issued to enjoin all agencies of the government, local government units, academic institutions, state universities and colleges, and the private sector at the national and subnational levels to actively participate in and support the celebration of the 27th National Statistics Month (NSM) and conduct of the 13th National Convention on Statistics (NCS) on October 2016. SICDAa The annual observance of the NSM is pursuant to Presidential Proclamation No. 647, Declaring the Month of October of Every Year as the National Statistics Month , issued on 20 September 1990 by then President Corazon C. Aquino. Meanwhile, the conduct of the NCS is pursuant to the National Statistical Coordination Board (NSCB) Resolution No. 6, Approving the Conduct of the National Convention on Statistics Every Three Years , approved on 4 December 2000. 2. Objectives The NSM is aimed at: (a) promoting, enhancing, and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and (b) eliciting the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. In consonance with the 27th NSM celebration, the NCS will be conducted by the Philippine Statistical System (PSS) to: (a) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS; and (b) elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system. 3. Theme for the 27th NSM and 13th NCS The 27th NSM/13th NCS shall have the following theme: "Sustainable Development: Making Statistics Count" This theme may be translated into other major Philippine dialects. Depending on the focus and direction of its statistical activities, an agency or region may choose to have its own sub-theme. 4. Suggested Activities Activities in support of the NSM and the NCS may be undertaken by an organization, university/college or a region in accordance with the capabilities of the participating units/regions. These may be in the form of symposia, workshops, orientation seminars, exhibits, slide shows, and publication of statistical reports, indicators, and other relevant information, among others, with particular emphasis on the theme and the agency's/region's sub-theme, if any. Participating organizations, universities/colleges and units of the government are requested to display NSM/NCS streamers/tarpaulin in their building facade throughout the month of October following the prescribed streamer format. Likewise, organizations, universities/colleges and units of the government are encouraged to distribute the NSM Calendar of Activities, posters, and other promotional materials provided by the NSM/NCS Secretariat on their respective websites and disseminate printed copies of such to their stakeholders and local official counterparts. 5. Coordination of Activities at the National Level To oversee and coordinate the implementation of the various activities and programs to be undertaken during the month-long celebration, the Steering Committee for the 27th NSM/13th NCS has been established with the composition, as follows: Chair: Philippine Statistics Authority (PSA) Vice Chair: National Economic and Development Authority (NEDA) Members: Bangko Sentral ng Pilipinas (BSP) Commission on Higher Education (CHED) Congressional Policy and Budget Research Department (CPBRD) Department of Budget and Management (DBM) Department of Education (DepEd) Department of Environment and Natural Resources (DENR) Department of Foreign Affairs (DFA) Department of the Interior and Local Government (DILG) Department of Health (DOH) Department of Justice (DOJ) Department of National Defense (DND) Department of Public Works and Highways (DPWH) Department of Science and Technology (DOST) Department of Social Welfare and Development (DSWD) Department of Tourism (DOT) Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Philippine Center for Investigative Journalism (PCIJ) Philippine Information Agency (PIA) Philippine Statistical Association, Inc. (PSAI) Philippine Statistical Research and Training Institute (PSRTI) Senate Economic Planning Office (SEPO) Technical Education and Skills Development Authority (TESDA) University of the Philippines Institute of Statistics (UPLB INSTAT) University of the Philippines School of Statistics (UPSS) Various subcommittees wish specific terms of reference shall also be established. The PSA Technical Staff shall serve as secretariat to the Steering Committee and subcommittees. DHIcET 6. Coordination of Activities at the Local Level For the regional NSM celebration, the Regional Statistics Committees (RSCs) are hereby designated as the coordinating bodies for all NSM activities. The PSA Regional Statistical Service Offices shall provide technical and administrative support to their respective RSCs. 7. Fund Contribution The participating agencies/organizations in the NSM celebration are requested to earmark funds for their respective activities as well as for common NSM activities. While funds of participating agencies for their own celebration shall come from their respective agencies/organizations, the funds for major NSM activities such as interagency forum, publicity and promotional materials, and other activities shall be sought from contributions and participating agencies and other possible donors, subject to existing accounting and auditing rules and regulations of the Commission on Audit (COA). Agencies/organizations are requested to contribute at least Fifteen Thousand Pesos (PhP15,000.00) to the NSM Funds on or before 15 August 2016. The PSA is hereby designated to administer such NSM funds for the conduct of the various NSM interagency activities. Funds needed for the 27th NSM opening and closing ceremonies shall be provided by the host agencies, namely, the PSA and BSP. 8. Submission of Agency Activities To synchronize all efforts for the 27th NSM celebration, participating agencies/organizations at the national level and in the National Capital Region (NCR) are requested to submit a detailed list of their proposed NSM activities to be conducted in October 2016 to the 27th NSM/13th NCS Steering Committee through the NSM/NCS Secretariat on or before 26 August 2016 at: PHILIPPINE STATISTICS AUTHORITY 17th Floor, Eton Cyberpad Centris 3, EDSA Corner Quezon Avenue, Diliman, Quezon City, Philippines 1101 Further inquiries may be coursed through the NSM/NCS Secretariat at telephone numbered 376-1928 and 376-1879 and email addresses [emailprotected] and [emailprotected]. Participating agencies/organizations in all other regions are requested to submit detailed lists of their activities to their respective RSCs through the PSA Regional Statistical Service Offices by 22 August 2016. All concerned are hereby urged to cooperate in ensuring the attainment of the objectives of the NSM and the NCS. National line agencies are enjoined to issue their respective special orders/circulars to solicit the participation of their field/local offices/bureaus/attached agencies in the celebration of the NSM. Administrators of state universities/colleges and private sector organizations are encouraged to issue announcements to their faculty/students and members, respectively, to encourage them to take part in the conduct of the various interagency 27th NSM activities and coordinate organization-wide activities aiming at improving statistical knowledge and awareness. Whenever necessary, the PSA National Statistician shall issue additional guidelines for the successful conduct of the event. (SGD.) ARSENIO M.
