November 9, 2017 REVENUE MEMORANDUM CIRCULAR NO. 096-17 SUBJECT : 31st ASEAN Summit and Proclamation No. 331, s. 2017, Declaring November 13, 14 and 15, 2017 as Special Non-Working Days in the National Capital Region (NCR), including the Provinces of Bulacan and Pampanga TO : All Internal Revenue Officials, Employees and Others Concerned This Circular is hereby issued to address the concerns on the tax payment deadlines and remittance of tax collections in the light of the forthcoming Association of Southeast Asian Nation (ASEAN) Summit and pursuant to Proclamation No. 331, s. 2017, signed on October 23, 2017 declaring November 13, 14 and 15, 2017 as special non-working days in the National Capital Region (NCR), as well as the provinces of Bulacan and Pampanga. Accordingly, all taxpayers under the jurisdiction of Revenue Region within NCR as well as the provinces of Bulacan and Pampanga may file their tax returns and pay the corresponding tax due if any, with tax deadlines falling on November 13, 14 and 15, 2017, shall be adjusted on November 16, 2017 without penalties, thru all available modes of filing and payment ( i.e. , Revenue Collection Officers (RCOs)/Special Collection Officers (SCOs)/Collection Officers (COs), Authorized Agent Banks (AABs), Electronic Filing and Payment System (eFPS) or other available electronic payment facilities of this Bureau).
