August 28, 2019 REVENUE MEMORANDUM CIRCULAR NO. 091-19 TO : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 17th Anniversary of the Development Policy Research Month Proclamation n No. 247 issued on September 2, 2002, has declared the month of September of every year as the Development Policy Research Month (DPRM). For 2019, the theme of this year's celebration is "Navigating the New Globalization: Local Actions for Global Challenges" or "Paglalayag sa Bagong Globalisasyon: Lokal na Pagkilos sa mga Pandaigdigang Hamon." The objective of this year's celebration is to create awareness and increase understanding of the new era of globalization which is characterized by volatility, uncertainty, complexity and ambiguity, given the interconnected challenges it conveys. Included in these challenges are trade wars, environmental degradation, cross border public health threats, worsening poverty and inequality, erosion of social cohesion and threat, and proliferation of disinformation. These challenges, if not managed well through proper and timely local actions, can undermine the ability of the Philippines to sustain its economic growth and attain its long-term development vision as outlined in Ambisyon Natin 2040 and international commitments to the Sustainable Development Goals and ASEAN Community Vision 2025. HTcADC All agencies of the government and their respective regions/field offices are enjoined to participate and support the celebration through organizing activities or events that may have relevance on the theme or to policy research. All Revenue Regions (RRs) and Revenue District Offices (RDOs) are requested to provide their own DPRM streamer to be displayed at their building faade throughout the month of September. They may also coordinate with other agencies in their respective areas for any specific activity they want to participate in. Attached is the letter of the Philippine Institute for Development Studies (PIDS) which details the activities for the DPRM celebration as well as the format of the DPRM streamer. All concerned Officials and Employees are hereby encouraged to participate in the said activity and give this Circular a wide publicity as possible. (SGD.) CAESAR R. These challenges, if not managed well through proper and timely local actions, can undermine the ability of the Philippines to sustain its rapid economic growth and attain its long-term development vision, as outlined in AmBisyon Natin 2040 , and international commitments to the Sustainable Development Goals and ASEAN Community Vision 2025. PIDS, as the agency designated to lead and coordinate the yearly observance of the DPRM, hereby invites your agency institution to participate in this year's celebration by: 1. Prominently displaying the DPRM banner/streamer within your office premises. The attached file provides the design and specifications.
