February 28, 1964 REVENUE MEMORANDUM CIRCULAR NO. 09-64 TO : All Officials and Employees of the Bureau of Internal Revenue SUBJECT : Requiring all Department Heads, Regional Directors, Division Chiefs and Chief Revenue Officers to Furnish a List of All Cases Assigned to Their Respective Personnel for Action In order to achieve immediate and effective results and for the further improvement of the Revenue Administration, it is hereby requested that all Department Heads, Regional Directors, Division Chiefs and Chief Revenue Officers of the Bureau of Internal Revenue submit to the Office of the Commissioner, attention: Chief, Internal Security Division, on or before March 20, 1964, a complete list of all cases assigned as of February 1, 1964, to their respective personnel for appropriate action to serve as basis for determining whether or not the work assigned to them are being performed within the time requirement of thirty (30) days pursuant to Field Circular No. V-43. The said list should also contain in addition to the names of the employees concerned the nature of the case, status thereof, date of assignment, and such other data as may enable the Commissioner of Internal Revenue to ascertain immediately the performance of the employee assigned thereto. The list herein required should be up-dated as of March 31, 1964, and every three (3) months thereafter so that actual process of the work performed may be traced and appreciated. The attached form may be used as model. On the basis of the list thus submitted and the results thereon obtained, the Commissioner of Internal Revenue may institute the necessary appropriate administrative action against those who are found to be recreant in the performance of their official duties. The Department Heads, Regional Directors, Division Chiefs, and Chief Revenue Officers, shall be held jointly and strictly responsible for manifest negligence in the performance of the official duties appertaining to their individual subordinate personnel.
