January 28, 1974 REVENUE MEMORANDUM CIRCULAR NO. 08-74 TO : All Internal Revenue Officers and Employees SUBJECT : Leaflets, Handbills or Propaganda Materials Quoted hereunder for your information and guidance is the text of Department Memorandum Circular No. 34-73, dated December 27, 1973 of the Secretary of Finance, circularizing to all heads of bureaus and offices under the said Office and Provincial and City Treasurers and Assessors, and quoting "the memorandum of the Acting Director General of the National Intelligence and Security Authority dated October 22, 1973, touching on the above subject-matter," as follows: "'1. It has been observed lately that leaflets, handbills and propaganda materials are being circulated by subversive elements throughout the country. This is in violation of Presidential Decree No. 33, 'PENALIZING THE PRINTING, POSSESSION, DISTRIBUTION AND CIRCULATION OF CERTAIN LEAFLETS, HANDBILLS AND PROPAGANDA MATERIALS AND THE INSCRIBING AND DESIGNING OF GRAFFITI.' "'2. In view of the foregoing may I request that all your officials and employees be directed to surrender any leaflets, handbills or propaganda material they may take hold of. Directors and Chief Security Officers shall in turn transmit them to the Director, Civil Intelligence and Security Agency for disposition. "'3. Attached is a copy of PD 33 for your ready reference.' "It is requested that the contents hereof be disseminated to the officials and employees under your respective jurisdiction for strict compliance.
