November 25, 2013 REVENUE MEMORANDUM CIRCULAR NO. 072-13 SUBJECT : Publishing the Full Text of Department Order No. 052.2013 Issued by the Department of Finance Entitled "Formalizing the Fiscal Intelligence Unit (FIU) under the Office of the Secretary of Finance" TO : All Internal Revenue Officials, Employees and Others Concerned For the information and guidance of all internal revenue officials, employees and others concerned, quoted hereunder is the full text of Department Order No. 052.2013 dated October 11, 2013 issued by the Department of Finance. "DEPARTMENT ORDER NO. 052.2013 11 October 2013 SUBJECT : FORMALIZING THE FISCAL INTELLIGENCE UNIT (FIU) UNDER THE OFFICE OF THE SECRETARY OF FINANCE Pursuant to the goal of the Aquino administration to protect revenue integrity, to uproot corruption, eliminate tax evasion and smuggling, and to increase the government's tax to GDP ratio to 16% by 2016, the Department of Finance (DOF) hereby formalizes the establishment of the Fiscal Intelligence Unit (FIU) under the Office of the Secretary, Department of Finance as the DOF data analytics unit in charge of the following functions: aHcDEC 1. Identifying potential revenue sources and leakages by analyzing data from the Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), Bureau of Local Government Finance (BLGF), and other revenue generating agencies attached to the Department, and comparing these with third party information; 2. Monitoring the revenue performance of the implementing offices of the revenue generating agencies in coordination with their respective statistics divisions, and recommending to the Secretary of Finance improvements to help achieve their targets; and 3. Other such functions that the Secretary of Finance identifies in the exigencies of service. The FIU shall be under the direct supervision and control of the Secretary of Finance. To augment the staffing complement, the FIU, upon approval of the Secretary of Finance, may hire or engage technical consultants to provide necessary support in the performance of its mandate.
