August 31, 1978 REVENUE MEMORANDUM CIRCULAR NO. 071-78 TO : All BIR Officials and Employees in the Central Office, Revenue Regions Nos. 4-A, Manila and 4-B, Quezon City, and the Revenue Districts Under Them Except Palawan and Romblon Quoted hereunder is MINISTRY ORDER NO. 26-78, dated August 18, 1978, for your information and compliance. aisa dc "Republika ng Pilipinas KAGAWARAN NG PANANALAPI Tanggapan ng Kalihim Maynila "MINISTRY ORDER NO. 26-78 "In line with the sports and physical fitness program of the government in relation to Sections 29 and 34 of the Civil Service Decree of the Philippines (re: employees' health, welfare, recreation and morale), and in order to bring about a healthier atmosphere and a spirit of togetherness and camaraderie amongst the personnel of the bureaus/offices comprising the Ministry, the holding of the 1978 Inter-Bureau Sports Tournament to be hosted by the Bureau of Internal Revenue is hereby authorized. "Participation in the tournament as well as in the Opening Ceremonies shall be on official time and the participants including tournament officials thereof entitled to transportation expenses and reasonable allowances as are allowed participating athletes to the 1978 IDEAL Sports Tournament, chargeable against the appropriations of their respective agencies. "Heads of bureaus/offices are requested to extend full cooperation to the MOF Sports Coordinating Committee and/or the host bureau to ensure success in this year's competition. In the furtherance of its assigned task, the said committee or host bureau may enlist the services or assistance of any official or employee of the Ministry, or create tournament committees to promulgate rules and regulations for the orderly conduct of the respective events. "All officials and employees of the Ministry are enjoined to join the "walkathon" from the BIR building, Quezon City, to the Kabataang Barangay Sports Center (formerly Amoranto Stadium), where the Opening Ceremonies will be held only October 14, 1978, Saturday, 8:00 AM.
