July 4, 2016 REVENUE MEMORANDUM CIRCULAR NO. 071-16 SUBJECT : Recalling and Revoking All Revenue Travel Assignment Orders Issued within the Period June 1 to 30, 2016 TO : All Internal Revenue Officers and Others Concerned In order to give the new administration the opportunity to select qualified personnel and make corresponding appointments in line with its policies, and the civil service principles of merit and fitness, all revenue travel assignment orders (RTAOs) issued and published in BIR Outlook/Internal Communications, with the exception of RTAOs covering the transfer and designation of Revenue Collection Officers and Revenue Special Orders (RSOs) covering local and international trainings from the period June 1 to 30, 2016 are hereby recalled and revoked. All affected revenue personnel are hereby directed to return to their previous offices and positions. The processing of clearances pursuant to the subject RTAOs is likewise suspended and otherwise revoked. This Circular shall take effect immediately. All internal revenue officers and other concerned are enjoined to give this Circular as wide a publicity as possible. (SGD.) CAESAR R. DULAY Commissioner of Internal Revenue
