February 8, 1966 REVENUE MEMORANDUM CIRCULAR NO. 07-66 SUBJECT : Procedure in the Purchase and Affixture of Internal Revenue Strip Stamps to Cigarettes Sold at Auction Sale TO : All Regional Directors, Chief Revenue Officers and Others Concerned In order to standardize the procedure in the purchase and affixture of strip stamps to cigarettes sold at public auction and to have an up-to-date record of all cigarettes sold at public auction, the following rules are hereby prescribed for guidance and strict compliance, to wit: 1. The Revenue Operations Head (Specific Tax) may authorize the Chief, Cash Division, Bureau of Internal Revenue, Manila, to issue directly to the winning bidder a quantity of strip stamps desired upon presentation of the authority issued to him by the Regional Director, Chief Revenue Officer or Collector of Customs of the place of auction sale. 2. The delivery of the strip stamps by the Chief, Cash Division to the winning bidder shall be reported in writing to the Commissioner of Internal Revenue, who sill issue an authority to any personnel of the Bureau to supervise the affixture of said strip stamps at the place of auction sale, to be assisted by the authorized representative of the Regional Director, Chief Revenue Officer or Collector of Customs of the place of auction sale. 3. A report of the fact of affixture of the strip stamps issued by the Chief, Cash Division to cigarettes sold at public auction shall be prepared jointly by the internal revenue officers supervising the affixture and the winning bidder stating therein the date, place and quantity of cigarettes affixed with strip stamps, which report shall be forwarded to the Chief, Tobacco and Miscellaneous Tax Division, Manila, who will consolidate and file the same for statistical purposes. 4. All internal revenue strip stamps affixed must bear the date of affixture and the number of the Regional Office or the seal or number of the Collector of Customs where the said strip stamps are affixed. All Regional Directors and Chief Revenue Officers who have in their possession internal revenue strip stamps for affixture to cigarettes sold at public auction are hereby directed to turn over at once said strip stamps to the Chief, Cash Division, Manila.
