September 13, 2013 REVENUE MEMORANDUM CIRCULAR NO. 062-13 FOR : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 11th Anniversary of the Development Policy Research Month (DPRM) Presidential Decree No. 247 issued on September 02, 2002, has declared the month of September of every year as the Development Policy Research Month. The theme for this year's celebration is "Making Health More Inclusive in a Growing Economy". This theme emphasizes the urgent need to address the still wide gap between the richest and the poorest Filipino households in terms of health, financing, access to health services, and health status despite the country's accelerating economic growth. The Philippines is one of the fastest growing economies in East Asia. However, despite the gains in the macroeconomic front, the country is still suffering from high levels of non-inclusiveness and inequities in the aspect of health. aScIAC All agencies of the government and their respective regions/field offices are enjoined to participate and support the celebration through organizing activities or events that may have relevance in the presentation and discussion of the theme or may relate to policy research focusing on making health more inclusive in a growing economy. All Regional and District Offices are requested to provide their own DPRM streamer to be displayed at their building facade throughout the month of September. BIR employees may coordinate with the participating agencies in their respective areas for their specific activity that they may want to get involved in. Attached is the letter of Philippine Institute for Development Studies (PIDS) as well as DPRM streamer format for your information and guidance.
