January 12, 1999 REVENUE MEMORANDUM CIRCULAR NO. 06-99 SUBJECT : Contracts Involving P50 Million and Above TO : All Revenue Officials and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is the Memorandum from the President dated November 5, 1998 requiring the submission of all contracts entered into by the agency in the amount of P50 million and above for review: llcd "Despite two earlier issuances from my Office requiring the submission, for review by the Office of the President, of all contracts entered into by departments, offices, agencies, government-owned and controlled corporations and local government units in the amount of P50 million and above, I have now been informed that few such contracts have in fact been submitted. I have further been informed of attempts to subvert the very purpose and intent of these issuances, by splitting contract amounts, for example, or by dividing contract implementation into artificial phases or sub-contracts, so as not to reach 50 million pesos. This non-compliance is totally unacceptable, and will not be tolerated. I now reiterate the order to submit these contracts for review by the Office of the President, with the warning that any government official responsible for violating this order will suffer the fullest force of administrative sanctions and penalties.
