February 2, 1994 REVENUE MEMORANDUM CIRCULAR NO. 06-94 SUBJECT : Publishing the Full Text of the President's Proclamation No. 319, which Declares 1994 as the "National Tax Consciousness Year" TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all concerned, quoted hereunder is the full text of Proclamation No. 319. "Whereas, the government has pursued bold and innovative measures to put our economic house in order resulting in expectations that a surge in the economy will take place in 1994; "Whereas, the government recognizes the private sector as a major partner in the country's economic development and is handing over to the private sector a respectable share of the burden towards the attainment of a newly-industrializing country-status by the year 2000; "Whereas, the government has to reply on the fiscal support that comes from the people so that this support can be translated into roads, bridges, schools, markets and other facilities that can sustain a massive agro-industrial development, create jobs and trigger an economic boom; "Whereas, the people should be aware that they are duty-bound to pay their taxes honestly and religiously just as they have as much right to expect benefits from the country's development; "Whereas, the cooperation and active participation of all sectors of society should be harnessed in reminding Filipinos of their moral responsibility to support our development efforts. "Now, therefore, I, Fidel V. Ramos, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the year 1994 as National Tax Consciousness Year. casia "This Proclamation shall take effect immediately.
