March 8, 1977 REVENUE MEMORANDUM CIRCULAR NO. 06-77 SUBJECT : Prescribing the Assignments and Additional Functions of Revenue Performance Officers TO : All Internal Revenue Officers and others concerned To promote greater efficiency and pinpoint responsibility in the discharge by Revenue Performance Officers of their duties as defined by Revenue Administrative Order No. 7-75 dated July 1, 1975 and Revenue Memorandum Circular No. 23-75 dated August 22, 1975, as implemented by Revenue Memorandum Order No. 1-77 dated November 26, 1976, the following assignments and additional functions of Revenue Performance Officers are hereby prescribed for the information, guidance and compliance of all concerned: 1.The Revenue Regional Offices, with the exception of Revenue Regions No. 4-A and 4-B, are hereby allocated among the Revenue Performance Officers as follows: Revenue Region Revenue Performance No. Officers 1 Baguio City) Benito Diaz & 2 Tuguegarao, Cagayan) Dominador Estrella 3-A San Fernando, Pampanga) 3-B Valenzuela, Bulacan) Luz Santos & 4-C San Pablo City) Efren Castaeda 5 Legaspi City) 6-A Iloilo City) Bayani Ibarrola & 6-B Bacolod City) Vicente Caluag 7 Cebu City) 8 Tacloban City) Bayani Subido & 9 Zamboanga City) Jose Cosme 10-A Cagayan de Oro City) 10-B Butuan City) Ramon Pates & 11-A Cotabato City) Pascual Garrido 11-B Davao City) 2.Aside from the regular duties presently being performed by Revenue Performance Officers, they will discharge the following two important functions: a.They will convey to the Regional Offices assigned to them the requirements, instructions and orders of the National Office, explain them if necessary, follow up compliance therewith, check on programs and activities, assess their effectiveness against standards and objectives, spot deficiencies, shortcomings and weaknesses in operations and procedures and bring them to the attention of the National Office together with appropriate recommendations. b.They will serve as Liaison Officers for the regions to which they are assigned for which purpose the Regional Directors concerned will course through them matters to be followed up with the National Office, such as appointments of personnel badly needed like cash clerks, examiners and collection agents; equipment and forms, and supplies; other personnel like casuals and typists. The Revenue Performance Officers shall inquire into all these needs and requirements of the Regional Offices and follow them up with the proper units in the National Office for expeditious action, communicating to the Regional Directors concerned the status of or action taken on their requests. All previous orders, circulars and other issuances, insofar as inconsistent herewith, are hereby revoked. This Revenue Memorandum Circular shall take effect immediately and the cooperation of all officials and employees concerned to insure effective implementation thereof is hereby enjoined. aisa dc EFREN I.
