January 15, 1976 REVENUE MEMORANDUM CIRCULAR NO. 06-76 SUBJECT : Conservation and Promotion of the Efficient Utilization of Fuel and Electricity TO : All Internal Revenue Officials, Employees and others concerned Quoted hereunder for the information and compliance of all concerned is Department Order No. 106-75 dated December 9, 1975, to wit: "DEPARTMENT ORDER NO. 106-75 Pursuant to the provision of Letter of Instruction No. 328 dated October 27, 1975 and in order to conserve and promote the efficient utilization of 'fuel and electricity', all officials and employees are hereby urged to exert all efforts in order to save on the power consumption of the Department of Finance. For this reason, all officials and employees are required to put out all lights and power after office hours. The use of air-conditioning units should be limited to the minimum requirements that the comfort of the officials and employees would require. The use of electric lights in offices should be reduced up to the extent that is necessary and permissible. Cooking food in the office is hereby prohibited. The security guards are hereby enjoined to see to it that all unnecessary lights in the building are off after office hours. The rooms that are lighted when all personnel inside are gone after office hours should be listed down and reported by the guards so that proper disciplinary action may be instituted against responsible officials and employees. In the case of officials who have custody of government cars, it is needless to state that these cars are strictly for official use only. In order to save on their fuel consumption their use should be limited to official travels that are absolutely essential and necessary and in accordance with the trip tickets issued. Two or three officials may join in one car if their travels are official and on the way of the others. All officials and employees found violating the rules for the proper conservation of fuel and energy shall be dealt with accordingly. This Order takes effect immediately. (SGD.)
