January 24, 1974 REVENUE MEMORANDUM CIRCULAR NO. 06-74 SUBJECT : "Backsliding" to the Old Ways Quoted hereunder is Department Order No. 36-73 of the Secretary of Finance dated October 18, 1973 for the information and guidance of all officials and employees of this Bureau, to wit: "Persistent rumors have been received by the undersigned that despite the dismissal of undesirable officials and employees of the Department of Finance Proper and the bureaus and offices under it, there are still others who insist in committing graft and corruption and other venalities in their offices. This "backsliding" officials and employees should be reminded of the provisions of Presidential Decree No. 6 dated September 27, 1972 which prescribes the offenses and the corresponding disciplinary action that they may undergo if apprehended. It would be needless to state that the Department of Finance and the bureau and offices under it are the most sensitive agencies of the government and therefore there is an imperative need for the officials and employees working in said offices to be doubly careful and honest in all their dealings with the public. "The heads of bureaus and offices under the Department of Finance are therefore requested to stress to all the officials and employees under their respective jurisdiction the reforms and the policies which the government is trying to implement for the betterment of public service. They should be forewarned of the consequences of the old way of graft, privilege seeking and/or indiscretions. "The weeding out of undesirable elements and 'backsliding' officials and employees should be pursued vigorously by the responsible officials of each bureau or office under this Department. The undersigned will not hesitate to dismiss or separate from the service any official or employee found guilty of offenses pursuant to the provisions of Presidential Decree No. 6 dated September 27, 1972.
