January 31, 1966 REVENUE MEMORANDUM CIRCULAR NO. 06-66 SUBJECT : Observance of Courtesy Week TO : All Officers and Employees of the Bureau of Internal Revenue For the information and guidance of all officers and employees of this Bureau, there is quoted hereunder Memorandum Circular of the Honorable, the Commissioner of Civil Service dated January 3, 1966: cdt "Under Presidential Proclamation No. 449 issued September 6, 1965, Courtesy Week has been moved from the second week of October to the fourth week of January, which this year falls on January 23-29. It is felt that observance of the Week at the beginning of the year would inculcate more firmly in the minds of public officials and employees the need for courtesy in their dealings with the general public and vice-versa. "As in the past celebrations, the Civil Service Commission has been designated coordinator of activities. Unlike past observances, however, where symposium-forums were held and other activities undertaken only during the Week, this year's Courtesy Week shall usher in a year-long campaign for a courteous civil service within the departments and agencies of the national and local governments. The participation and cooperation of the citizenry will also be enjoined. "From the government standpoint, courtesy is expressed through expeditious service, prompt and well-written correspondence and well-mannered conduct indicative of respect for, or consideration of, others. In order to integrate the year-long program and to give emphasis to the particularly significant aspects of the campaign for courtesy in the public service, it is suggested that activities related to the following program areas be planned for the specific group or groups of officials and employees indicated: Area Specific Group Suggested Data Involved "1. Telephone Relations Telephone operators, office secretaries, and other officers and employees concerned February-March "2. Correspondence Agency heads and chiefs of organizational units April-May "3. Face to Face Relations All Officers and employees whose duties require contact with the public June-July "4. Supervisor-Personnel All supervisors and those supervised August-September "5. Road Courtesy All officers and employees as private citizens October-November "6 Protective Services Police, security guards firemen December-January "In this connection, heads of Departments and of government-owned corporations are expected to prepare a year-round plan of activities for each of the above-mentioned areas for all the agencies and offices under their jurisdiction. For the local governments, this responsibility shall devolve upon Provincial Governors, City and Municipal Mayors, and barrio captains. At the close of every two months, starting in March, each head of Department or agency of the national and local governments, including government-owned and controlled corporations, shall furnish this Office a report of the activities undertaken during the period for inclusion in the over-all evaluation of the campaign. The report shall make special mention of the activities found effective by the agencies for adoption by other agencies. "All heads of departments and agencies are earnestly enjoined to take active interest in this year's campaign and to give their full assistance and cooperation for its success. "(SGD.) ABELARDO SUBIDO " Commissioner of Civil Service " "January 3, 1966" All Chiefs of Departments and Regional Directors are hereby enjoined to take active interest in this year's campaign and to impress in their respective offices the need for courtesy in the various areas mentioned in the above-mentioned Memorandum Circular. After each specific group involve shall have finished with its suggested date, it shall submit its report to the Revenue Operations Head (Administrative Services) for consolidation and transmittal to the Department of Finance. aisadc (SGD.)
