August 28, 2015 REVENUE MEMORANDUM CIRCULAR NO. 053-15 TO : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 13th Anniversary of the Development Policy Research Month (DPRM) Presidential Proclamation No. 247 issued on September 2, 2002, has declared the month of September of every year as the Development Policy Research Month. The theme for this year's celebration is " Effective Regulations for Sustainable Growth or Tamang Regulasyon para sa Patuloy na Pag-ahon ". The theme highlights regulatory issues particularly the need to build a strong regulatory management system backed by research evidence and systematic assessment of proposed policies and regulations before they are implemented. All agencies of the government and their respective regions/field offices are enjoined to participate and support the celebration through organizing activities or events that may have relevance in the presentation and discussion of the theme or may relate to policy research focusing on the need to build a strong regulatory management system. All Regional and District Offices are requested to provide their own DPRM streamer to be displayed at their building faade throughout the month of September. BIR employees may coordinate with the participating agencies in their respective areas for their specific activity that they may want to get involved in. Attached is the letter of Philippine Institute for Development Studies (PIDS) as well as DPRM streamer format for your information and guidance. Prominently displaying a banner/streamer within your institution's premises containing this year's DPRM theme (Please see attached design and specifications).
