Celebration of the 10th Anniversary of the Development Policy Research Month (DPRM)

September 5, 2012 REVENUE MEMORANDUM CIRCULAR NO. 052-12 TO : All Internal Revenue Officials, Employees and Others Concerned SUBJECT : Celebration of the 10th Anniversary of the Development Policy Research Month (DPRM) Presidential Decree No. 247 issued on September 2, 2002, has declared the month of September of every year as the Development Policy Research Month. The theme for this year's celebration is "Regional Economic Integration and Inclusive Growth: Engaging Nations, Embracing People". This theme underscores the importance of regional economic integration in achieving higher and inclusive economic growth for the country and the entire region. Around the world, regional economic communities have generated more trade and increased job opportunities and incomes, thereby improving people's living conditions. All agencies of the government and their respective regions/field offices are enjoined to participate and support the celebration through organizing activities or events that may have relevance in the presentation and discussion of the theme or may relate to policy research focusing on regional economic integration and inclusive growth. All Regional and District Offices are requested to provide their own DPRM streamer to be displayed at their building facade throughout the month of September. BIR employees may coordinate with the participating agencies in their respective areas for their specific activity that they may want to get involved in. Attached is the letter of Philippine Institute for Development Studies (PIDS) as well as DPRM streamer format for your information and guidance. Per Malacaang Proclamation No. 247 dated September 02, 2002, the month of September of every year is declared as Development Policy Research Month (DPRM) to provide a means of promoting and drawing nationwide awareness on the importance of policy research in national development. In September this year, the DPRM is celebrating a milestone with its 10th anniversary. Since its inception in 2002, the DPRM has played an important role in improving public understanding of various socioeconomic policy issues and concepts through broad-based discussions and interactions with different stakeholders and sectors. This year's DPRM theme is "Regional Economic Integration and Inclusive Growth: Engaging Nations, Embracing People." This theme underscores the importance of regional economic integration in achieving higher and inclusive economic growth for the country as well as for the entire region. Around the world, regional economic communities have generated more trade and increased job opportunities and incomes, thereby improving people's living conditions. The Association of Southeast Asian Nations (ASEAN) likewise envisions deepening economic integration among its member-states by instituting a unified regional economic system by 2015. IcHSCT Pursuing this plan, however, would entail harmonizing regional and sovereign priorities and resolving issues on trade, investment, labor and migration, among others. Thus, the various studies and activities to be presented and organized during the month-long celebration of the DPRM will hopefully provide the appropriate base and support in resolving these issues. In this regard, PIDS, as the agency designated to lead and coordinate the activities for the annual observance of the DPRM, hereby invites your agency/institution to participate in this year's celebration of the month by: 1. Prominently displaying a banner/streamer within your institution's premises containing this year's DPRM theme (Please see attached design and specifications. You may also come up with your own creative design as long as the DPRM and this year's theme appear in the text. A copy of the design template can be downloaded from the DPRM website at dprm.pids.gov.ph and from the PIDS Facebook page at facebook.com/PIDS.PH ). 2. Featuring announcements about the DPRM and its theme in your various publication or dissemination outlets as well as in your website, Facebook, and other social media page. 3. Organizing activities or events that may have relevance in the presentation and discussion of the theme or may relate to policy research focusing on regional economic integration and inclusive growth. If you have any such activities/events, please e-mail them to us at [emailprotected] or [emailprotected] so that we can include them in the List of Activities/Events for the 2012 DPRM Celebration to be posted in the DPRM website at dprm.pids.gov.ph and in the PIDS Facebook page at facebook.com/PIDS.PH. YAP, Ph.D. President September 2, 2002 PROCLAMATION NO. 247 DECLARING THE MONTH OF SEPTEMBER OF EVERY YEAR AS DEVELOPMENT POLICY RESEARCH MONTH WHEREAS, policy research is a critical component of policy formulation, planning and decision making in socio-economic development activities; TAIEcS WHEREAS, policy research should be accorded its rightful place and given the official recognition it rightly deserves for its vital contribution to national development and nation-building; WHEREAS, the observance of Policy Research Month will provide the means for promoting, enhancing, instilling and drawing nationwide awareness and appreciation of the importance and necessity of policy research as a tool for national socio-economic development and for insuring the support of the public at large for all activities aimed at advancing the quality and standard of policy research in the country; NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of September of every year as Development Policy Research Month. The Philippine Institute for Development Studies is hereby designated to coordinate all programmed activities lined up to mark and celebrate the Policy Research Month.
