"TANGGAPAN NG PANGULO NG PILIPINAS PAGLILINGKOD: BAGONG LIPUNAN NATIONAL SECRETARIAT June 16, 1978 "MEMORANDUM CIRCULAR "UNNUMBERED "TO : All Heads of Ministries, Bureaus, Agencies of the Government, including Government-Owned and Controlled Corporations and Local Government, and all Concerned "SUBJECT : Policy on new Government Officials/Employees Rendering 15-day Rural Service (LOI 559) "Numerous queries and requests for information have been received by this Office as to whether newly-appointed officials and employees in the government service are exempted from rendering rural work. "Effective immediately, it is hereby prescribed that only those who have completed one (1) year of government service should be fielded for rural service pursuant to LOI 559. "The purpose is to make these employees fully cognizant of their agency goals/programs so that they can be effective communicators in bringing the message of change and the development programs of the New Society with the aim at securing the enlightened appreciation and proper understanding of the masses. "Furthermore, one year period would enable the employee to accumulate the corresponding leave credits which could be commuted pursuant to Budget Circular No. 275-A and Civil Service Memorandum Circular No. 15-A.
