February 1, 1970 REVENUE MEMORANDUM CIRCULAR NO. 05-A-70 SUBJECT : Termination of Detail of Government Personnel in Various Departments, Bureaus and Offices TO : All Revenue Officials and Employees For the information, guidance and compliance of all concerned, there is quoted below Memorandum Circular No. 311 dated January 12, 1970 of the Office of the President of the Philippines, the subject matter of which is the termination of details of employees in other government offices: "MEMORANDUM CIRCULAR No. 311 "TERMINATING ALL EXISTING DETAILS OF GOVERNMENT PERSONNEL IN THE VARIOUS DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS "Effective upon notice and/or receipt hereof, all existing details of government personnel in the various departments, bureaus, offices, agencies and instrumentalities of the government, including government-owned or controlled corporations, are hereby terminated, and the person or persons concerned shall accordingly be returned to their respective mother offices: Provided, However, that hereafter heads of offices may request for and the detail shall be extended only under the following conditions, to wit: "(a) The services of the official or employee, whose detail is requested, are deemed essential; "(b) The detail shall not exceed a period of six (6) months; and "(c) The detail shall not involve payment of any additional emolument or compensation, per diem, transportation or representation allowance or any other form of financial benefits whatsoever. "By authority of the President: "(SGD) ERNESTO M. MACEDA "Executive Secretary "Manila, January 12, 1970" Under the aforequoted Memorandum Circular of the Office of the President of the Philippines, details of government personnel in other offices are terminated and the employee concerned shall accordingly be returned to the respective mother offices. Revenue Operations Heads, Regional Directors and Revenue District Officers are hereby instructed to submit to this Office a list of all employees who are on detail with other agencies of the government who have not returned to their respective offices at the time of the issuance of this circular, so that appropriate steps can be taken for their recall.
