Certificate of Results of Neuro-Psychiatric Examination to be Attached to Recommendations for Recruitment and Promotion to Revenue Examiner

May 30, 1978 REVENUE MEMORANDUM CIRCULAR NO. 042-78 TO : All Revenue Service Chiefs Revenue Regional Directors Chiefs of Divisions Revenue District Officers and All Others Concerned SUBJECT : Certificate of Results of Neuro-Psychiatric Examination to be Attached to Recommendations for Recruitment and Promotion to Revenue Examiner Revenue Examiners have very sensitive duties and responsibilities. They conduct tax investigation in the course of which they get in contact with taxpayers. Depending on how they comport themselves in their dealings with the taxpaying public, they may either enhance or tarnish the image of the BIR. Their actuations may either earn the respect and confidence of the taxpayers or incur their ire and antagonism. It becomes of the utmost importance, therefore, that we screen very closely those who should be appointed Revenue Examiners. Not only should they be technically competent; they must also be possessed of the highest degree of honesty, tact and diplomacy, courtesy, patience and ability to withstand all kinds of pressures and stresses, the capacity to discern between right and wrong and, in general, the ability to deal with people. In order to determine the presence of these personal traits in those proposed for appointment to the position of Revenue Examiner, it is hereby required as a matter of policy that before anyone is recommended for appointment as Revenue Examiner for the first time either by recruitment or promotion, the recommendee must undergo a Neuro-Psychiatric examination. A certificate of the results of the Neuro-Psychiatric tests must be attached to the recommendation for recruitment or promotion. No action will be taken on any such recommendation without the required certificate. Those who are in the Metro Manila area may have their Neuro-Psychiatric examination at Camp Aguinaldo, Ospital ng Maynila, Jose Reyes Memorial Hospital, and AFP Medical Center. Those outside the Metro Manila area may have their Neuro-Psychiatric tests at the nearest PC Zone Headquarters. This circular takes effect immediately and shall apply to all first-time appointees to the position of Revenue Examiner whose appointments as such have not as of this date been approved by all authorities concerned.
