Courtesy Week

January 26, 1970 REVENUE MEMORANDUM CIRCULAR NO. 04-70 TO : All Internal Revenue Officers and Employees and Others Concerned Courtesy week is once again being observed this year during the period January 25-31, 1970. While courtesy should be a daily habit of government employees, its weekly observance in a year serves as a reminder for all of us who knowingly or unknowingly forget our conduct. In fact, for the present, there is a more crying need among our employees for better courtesy, in view of the mounting criticism for the rampant discourteous behavior of many government officials. Our behavior builds up the image for our organization. A mistake or indiscretion of some may destroy the whole of us. In fact, the BIR has been the target of criticism for the discourteous behavior of some employees. We may not be building up a good image during the past. Because of the nature of our work, we are more exposed to the public, which calls for a better demonstration of courteous behavior. Courtesy and good behavior strengthens the faith of our people in our government, but discourtesy and arrogance diminish that faith and respect for the constituted authorities. It behooves upon us, therefore, as government officials to practice daily the habit of courtesy, more especially in the performance of our official duties, as well as in our private actuations. By so doing, we will build a better image for our organization and contribute our share in nation-building.
