Dulay and the Entire Economic Team of His Excellency, President Rodrigo Duterte, for Achieving an All-time High of 15.14% over Its Tax Collection Target for the Fiscal Year 2020 Thereby Providing the much-needed Fiscal Boost at These Crucial Times when the Philippines Strives to Recover from the Economic Devastation caused by the COVID-19 Global Pandemic" TO : All Revenue Officials, Employees, and Others Concerned For the information of all internal revenue officials, employees and others concerned, attached as Annex "A" hereof is a copy of House Resolution No. 1538 (introduced by Hon. Pampanga, 2nd District Representative Juan Miguel Macapagal Arroyo and Hon. Leyte, 1st District Representative Ferdinand Martin G. Romualdez), entitled "A Resolution congratulating and commending the Bureau of Internal Revenue (BIR) under the leadership of Commissioner Caesar R. Dulay and the entire Economic Team of His Excellency, President Rodrigo Duterte, for achieving an all-time High of 15.14% over its tax collection target for the Fiscal Year 2020 thereby providing the much-needed fiscal boost at these crucial times when the Philippines strives to recover from the economic devastation caused by the COVID-19 Global pandemic." DULAY AND THE ENTIRE ECONOMIC TEAM OF HIS EXCELLENCY, PRESIDENT RODRIGO DUTERTE, FOR ACHIEVING AN ALL TIME HIGH OF 15.14% OVER ITS TAX COLLECTION TARGET FOR THE FISCAL YEAR 2020 THEREBY PROVIDING THE MUCH-NEEDED FISCAL BOOST AT THESE CRUCIAL TIMES WHEN THE PHILIPPINES STRIVES TO RECOVER FROM THE ECONOMIC DEVASTATION CAUSED BY THE COVID-19 GLOBAL PANDEMIC WHEREAS , the Bureau of Internal Revenue has exceeded its tax collection target for the Fiscal Year 2020 despite the crippling effect of the COVID-19 Pandemic on the national economy; WHEREAS , the Bureau of Internal Revenue has collected a total of PhP1.94 Trillion last year, exceeding its goal of PhP1.69 Trillion or an excess of 15% or PhP255.19 Billion over the target; WHEREAS , as Commissioner Dulay reported, 'The last time the BIR hit its goal was in 2001 and 2003'; WHEREAS , BIR Commissioner Caesar R. Dulay's decisive leadership and together with the entire economic team of President Rodrigo Roa Duterte, has steered the Bureau to surpass its fiscal target through sustained implementation of various fiscal measures aimed at improving the tax collection efficiency of the national government such as the strict implementation of the Taxpayer Account Management Program, monitoring of tax remittances, and escalation of tax awareness learning activities at the local level despite the global health crises brought about by the COVID-19 Pandemic; ATICcS WHEREAS , the members of the House of Representatives, acting together are duty-bound to not only nominally recognize but also meaningfully support extraordinary acts that redound to the benefit of the whole country; WHEREAS , this sterling performance of the Bureau of Internal Revenue for Fiscal Year 2020 under the leadership of Commissioner Caesar R. Dulay, despite the current economic challenges, should be held up as an example for other public servants to emulate, and therefore worthy of commendation from the House of Representatives; NOW THEREFORE, BE IT RESOLVED , as it is hereby resolved by the House of Representatives, to congratulate and commend the BIR under the leadership of Commissioner Caesar R. Dulay together with the economic team of President Rodrigo Roa Duterte, for effectively surpassing the Bureau's tax collection target for FY 2020 thereby reinforcing the Philippine economy's fiscal position during these times when the country is striving to recover from the economic damage caused by COVID-19 global pandemic; RESOLVED FINALLY , that an appropriate copy of this resolution be given to BIR Commissioner Caesar R.
