November 27, 1998 REVENUE MEMORANDUM CIRCULAR NO. 03-99 SUBJECT : Observance of Government Employees' Week from December 6 to 12, 1998 TO : All Revenue Officials and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is Civil Service Commission (CSC) Announcement No. 18, s. 1998: "Pursuant to Proclamation No. 1130, the first week of December of every year has been declared as the National Government Employees' week under the auspices of the Philippine Government Employees Association (PGEA), the National Convention of Government Employees Working Council (NCGEWC) and other government employees associations in coordination with the Civil Service Commission. The celebration of employees' week aims to recognize the invaluable services rendered by government employees and underscore their contribution to nation building. For this years' celebration, the Theme is "Epektibo at Responsableng Ahensya ng Pamahalaan: Krusada ng mga Kawani tungo sa Kaunlaran (ERAP-KKK)". In this regard, government employees are authorized to participate in all activities such as the thanksgiving mass, clean and green drive, motorcade, and medical mission, and to attend, on official business, the National Convention of Government Employees at the Philippine International Convention Center, Roxas Boulevard, Pasay City on December 8-10, 1998. You may send not more than five participants from registered employees association/unions or rank and file representatives for those agencies without employees organizations to the national convention. Participants are authorized to collect a registration fee of ONE THOUSAND TWO HUNDRED PESOS (P1,200.00) each, travel and meal allowances subject to the availability of funds. Further, you are enjoined to hold appropriate agency activities which may include but not limited to thanksgiving mass, display of streamers, general assemblies, socio-civic and cultural activities to observe the Government Employees' Week. The PGEA shall serve as the overall secretariat of the celebration. It shall undertake the preparations for the celebration to ensure its success and shall submit a report on the convention proceedings and the list of participants indicating their respective positions and agencies within 30 days after the convention to the Commission and other concerned government agencies. RUALO Commissioner of Internal Revenue ATTACHMENT 1 PROCLAMATION NO. 1130 DECLARING THE FIRST WEEK OF DECEMBER OF EVERY YEAR AS NATIONAL GOVERNMENT EMPLOYEES' WEEK WHEREAS, excellence in public service depends greatly on the performance and dedication of government officials and employees; WHEREAS, it is necessary to recognize the best effort of government employees and encourage them to achieve efficiency in the public service; WHEREAS, one of the incentives towards excellence in public service is to focus attention on the invaluable services rendered by deserving government employees and underscore their invaluable contribution to nation building; and WHEREAS, the nation gratefully appreciates the services rendered by our civil servants; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of December of every year as National Government Employees' Week under the auspices of the Philippine Government Employees Association and other government employees organizations.
