January 3, 1966 REVENUE MEMORANDUM CIRCULAR NO. 03-66 SUBJECT : Procedure on Request for Transfer This memorandum circular is issued to provide for the procedure on the request for the transfer of BIR officers and employees from one assignment to another and to insure that the equilibrium of the office staffing is maintained and the proper utilization of personnel is observed. Any personnel requesting transfer to another unit shall accomplish Form 1.74, sample attached. All such requests shall be coursed thru the respective chief or head of the unit for comment and recommendation. No request for transfer shall be entertained unless it is done thru the proper form and channels. However, when an employee feels justified in seeking transfer but whose request is recommended for disapproval by his immediate supervisor, he may appeal to the Commissioner of Internal Revenue, attention: Staffing Pattern Committee for review of his case.
