December 17, 1969 REVENUE MEMORANDUM CIRCULAR NO. 02-70 SUBJECT : Creation of the Committee on the Implementation of the Approved Revenue Merit Promotion Plan, System of Ranking Positions and Revenue Qualifications Standard TO : All Revenue Officials and Employees Personnel administration, to be meaningful and realistic, must adhere to established methods and procedures which in turn must be based on proven constitutional and legal concepts intended to enhance the merit principle thereby insuring the maintenance of an honest, efficient, progressive and courteous civil service. It must also be borne in mind that no unit of organization whether big or small, can thrive unless the personnel composing it have been intelligently selected on tried and tested techniques arrived at after a careful study, deliberation and brain storming. COMPOSITION OF THE COMMITTEE Withal, the undersigned as Commissioner of Internal Revenue, aware of the progressive trends in revenue personnel administration, has decided to create a Committee for the purpose, composed of the following: 1. Banares " Personnel Division 10. Crescencia P. Ramos " Assessment Department 11. Felipe T. Macahilig " Internal Audit Dept. 12. Andres A. Donado " rank and file 13. Felicisimo Es. Romero " Project Directors Group 14. Efren P. Castaeda " Office of the DCIR (Operations) 15. Vicente A. Sanchez " Office of the DCIR (Administration) FUNCTIONS OF THE COMMITTEE The Committee shall discharge the following functions, to wit: (a) Formulate guidelines and procedures intended to intelligently implement the Revenue Merit Promotion Plan, System of Ranking Positions and Revenue Qualifications Standard; (b) Meet every Monday, Wednesday and Friday of every week at 2:30 P.M. at the Office of the Assistant to the Commissioner, R-107, Finance Bldg., or at the special call of the Chairman to evaluate the qualifications of all revenue officers and employees based on the Personnel Data Sheet, Form 001 they have previously accomplished and pursuant to the Revenue Qualifications Standard and thereafter to forward the same to the Chief, Personnel Division to become the basis of a promotional evaluation sheet; (c) The Chairman is empowered to divide the Committee into groups to facilitate its work and can call upon any unit head of the Bureau for assistance; aisa dc (d) To act as adviser, thru its Chairman or in his absence, the Vice-Chairman, to the Commissioner of Internal Revenue and Deputy Commissioners of Internal Revenue on matters within its competence; (e) Maintain a continuing study of revenue personnel administration with the aim of further upgrading existing standards thereby insuring an honest, efficient, progressive and courteous civil service; (f) To conduct seminars in coordination with the Training Division relative to the further inculcation of the Merit Promotion Plan, System of Ranking Positions and Qualifications Standard in the minds of all revenue personnel. The Committee Chairman, Vice-Chairman and all members of the Committee are enjoined to attend the meetings of the Committee as herein set forth. The Committee shall keep a record of its proceedings as well as actions taken on all matters within its jurisdiction. This Memorandum Circular shall take effect immediately. MISAEL P.
