February 9, 2021 REVENUE MEMORANDUM CIRCULAR NO. 019-21 SUBJECT : Revised One-Page FOI Manual TO : All Internal Revenue Officials and Employees and Others Concerned This Circular is being issued in compliance with and in observance of the Bureau's Freedom of Information (FOI) Program. We are publishing herewith, for the information of the public, the Revised One-Page FOI Manual of the Bureau, attached hereto as "Annex 1" and which hereby amends the Bureau's One-Page FOI Manual as circularized under Revenue Memorandum Circular No. 3-2021. All concerned are hereby enjoined to be guided accordingly and give this Circular as wide a publicity as possible. This Circular shall take effect immediately. (SGD.) CAESAR R. DULAY Commissioner of Internal Revenue ATTACHMENT Bureau of Internal Revenue Freedom of Information Program FOR MANUAL REQUEST: Step 1 Accomplish the BIR FOI Request Form (Available at the service counter of the Revenue District Offices or at Rm. 101 G/F BIR National Office Bldg. Public Information and Education Division). Step 2 Submit the BIR FOI Request Form together with 2 valid government-issued IDs and other pertinent documents to the concerned BIR office/owner of the request information. You may know the concerned office through the Customer Assistance Division with contact numbers: 8981-7030; 8981-7003; 8981-7040; 8981-7020; 8981-7046; 8981-7419; 8981-7452; 8981-7478; 8981-7479. Step 3 Know the result of your request within fifteen (15) working days. FOR REQUEST THROUGH eFOI PORTAL: Step 1 Access the portal through https://www.foi.gov.ph Step 2 Click the Make a New Request link CAIHTE Step 3 Tag the concerned agency Step 4 Accomplish the FOI Request Form Step 5 Generate an account Step 6 Accomplish other details Step 7 Determine the result of your request within fifteen (15) working days FOI Appeals If you are not satisfied with the response on your FOI request, you may file an appeal within fifteen (15) days.
