February 19, 1966 REVENUE MEMORANDUM CIRCULAR NO. 010-66 TO : Revenue Operations Heads, Regional Directors, Division Chiefs and Chief Revenue Officers For your information and guidance, quoted hereunder are pertinent portions of Department Memorandum Circular No. 8-66, dated February 10, 1966: "We are now conducting a massive information campaign to properly inform our people on the activities and accomplishments of our department. In this connection, it is hereby requested that all heads of bureaus and offices in the Department of Finance and all division chiefs in the Department Proper submit a monthly progress report on important activities, including figures for collections of revenues and customs duties made during the month in comparative form to equivalent periods of the preceding year. ''The report should, if possible, be prepared to disclose short run or long run goals and the anticipated process effects on the overall economy of the country. ". . . The initial report shall cover the months of January and February and every succeeding month thereafter. Date of submission shall be on the 5th of every month. "xxx xxx xxx (SGD.) EDUARDO Z. ROMUALDEZ Secretary of Finance" In view of the above instructions, all department heads are hereby directed to submit to the Office of the Commissioner of Internal Revenue (Attn: Revenue Operations Head, Management & Planning) a monthly report of activities and accomplishments. In addition, units engaged in collection and/or assessment work should submit figures for such activities in comparative form, i.e. , collections for the month under review as compared to the same month of the preceding year. The same should be done as regards assessments. The above report should reach the Management & Planning Department on or before the 4th of every month. aTEScI For this purpose, department heads shall require all units under their respective administrative and/or functional supervision to submit a similar report for consolidation by the department concerned. With respect to regional directors and chief revenue officers, they should submit separate reports of their major activities and accomplishments and forward them respectively to appropriate department heads exercising technical supervision over them, i.e. , collection report to Collection Department, assessment report to Assessment Department, etc., etc. Pending the design of the format for this kind of report, current report forms may continue to be utilized, subject of course, to certain modifications dictated by the requirements and objectives of the report herein desired.
