Prevention of Graft and Corruption

January 5, 1971 REVENUE MEMORANDUM CIRCULAR NO. 01-71 TO : All Officials and Employees of this Bureau Quoted hereunder is the memorandum of His Excellency, the President of the Philippines, dated October 24, 1970, which is self-explanatory, for the information and guidance of all officials and employees of this Bureau: "MALACAANG "Manila "October 24, 1970 "MEMORANDUM "To : All Department Heads Heads of Offices and Government Corporations "WHEREAS, one of the first programs of government undertaken by the Administration to effect a profound and thorough change in the public service was the campaign against graft and corruption; "WHEREAS, in line with this fundamental policy the government has consistently since then adopted and carried out measures to ferret out cases of venality, resulting in the filing of various administrative cases, and the prosecution, suspension and dismissal of numerous officials and employees; "WHEREAS, despite this continuing official drive against graft and corruption in government, there are persistent reports of dishonesty and other forms of irregularity in various offices; "NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, call upon all heads of office in the government to adopt proper measures which would ensure and facilitate the prevention of petty graft and other forms of malfeasance or the punishment of any guilty employee in their departments, agencies or bureaus. MARCOS "President of the Philippines" Cautious of the need for a change, I had issued last February 25, 1970, a call for reforms, exacting from each revenue employee better discipline, more dedication to duty and above all, more honesty and integrity. Let us respond to the call of the President. Let us eliminate all forms of venalities and perform our duties with more honesty and integrity. Department Heads, Regional Directors, Division Chiefs, Revenue District Officers and other supervisory officials should adopt appropriate measures to prevent commission of graft and other venalities in their offices. Progress reports should be submitted to the National Office on the steps they have taken towards this regard. Strict compliance with this memorandum is hereby enjoined. cdt MISAEL P.
