December 4, 1969 REVENUE MEMORANDUM CIRCULAR NO. 01-70 TO : All Officials and Employees of the Bureau of Internal Revenue and Others Concerned For the information and guidance of the officials and employees of this Bureau the following are hereby given in connection with the 1970 GSIS SCHOLARSHIP FOUNDATION COMPETITIVE EXAMINATION TO SELECT UNDERGRADUATE SCHOLARS IN SCIENCE AND TECHNOLOGY AND SCHOLARS IN THREE-YEAR TECHNICAL COURSES: BASIC INFORMATION The GSIS Scholarship Foundation shall award: (1) twenty-five (25) undergraduate scholarships in science and technology; and (2) twenty-five (25) scholarships in three-year technical courses, to the most qualified ranking participants in the 1970 Competitive Examinations. Scholarship Fields The Scholarship in science and technology shall be for the pursuance of the courses along the following fields of study: 1. Agricultural Sciences 2. Biological Sciences 3. Chemistry 4. Economics 5. Electronics 6. Fisheries 7. Food Technology 8. Forestry 9. Geology 10. Management Engineering 11. Mathematics including Statistics 12. Metallurgy 13. Mining 14. Physics The scholarships in three-year technical courses shall be for the pursuance of studies along the following technical courses: 1. Refrigeration and Air-conditioning Technology 2. Electronics Technology 3. Mechanical Technology 4. Civil Technology Scholarship Privileges Financial Assistance 1. Monthly allowance of P150.00 for living expenses for the 10 month duration of each school year P1,500.00/year 2. Matriculation, tuition and other college fees as charged by the school but not more than P200.00/ semester for science and technology scholarships 500.00/year Not more than P200/semester for three-year technical courses scholarship 400.00/year 3. Textbook and essential school equipment, P150/semester P300.00/year 4. Free transportation for one economy class, round trip between the permanent residence and Manila at the opening and closing of each school year (estimate) 200.00/year Qualifications of an Applicant 1. Must be the son or daughter of a GSIS member. 2. Must be a high school graduate or a candidate for graduation from any public or authorized private high school in April, 1970. Must not have earned units in the collegiate level. 3. Must be within the upper 20% of the graduating class. 4. Must be a Filipino citizen, single, and not more than 20 years of age at the date of filing of application. 5. Must be in good physical and mental health. Scholarship Requirements 1. The scholarship awardee in science and technology shall enroll at the University of the Philippines or in any other university or college of recognized standing approved by the GSIS. The scholarship awardee in the three-year technical courses shall enroll at the Philippine College of Arts and Trades. 2. An awardee, after graduation, shall serve in the Philippines for a minimum period equal to the length of time that he enjoyed this scholarships. 3. An awardee shall not be allowed to marry or acquire dependents during the period of this scholarship. 4. An awardee, to be entitled to the continuance of this scholarship, must maintain a semestral average grade of 2 or its equivalent without a grade lower than 2.5 or its equivalent in any one subject, excluding non-academic subjects where a passing grade is sufficient. 5. An awardee shall abide by the terms of the scholarship agreement to be entered into between himself and the GSIS. Items to be Submitted 1. Information sheet using the prescribed form. 2. Certification from the principal that student belongs to the upper 1/5 (20%) of the graduating class. 3. Two (2) ID pictures (2" x 3") recently taken, the signature and mailing address of the applicant written on the back. 4. Medical certificate from a government physician. The above-mentioned items should be received in the Government Service Insurance System, Manila, not later than two weeks before the chosen date of examination . Applications for the 1970 GSIS Scholarship Foundation Competitive Examination shall be forwarded to: The GSIS Scholarship Foundation Government Service Insurance System Manila, D-406 SELECTION Notice of Admission, Etc . 1. All applicants for GSIS Scholarship will be notified of their eligibility to take the competitive examinations one week within receipt of the required credentials at the Manila Office of the Government Service Insurance System. 2. Qualified applicants will receive examination permits. 3. Examination permits must be presented to the examiner on the date and site of the test. 4. The examinees shall defray their subsistence and transportation expenses to and from the examination center. 5. Passing the competitive examination does not automatically entitle one for admission to universities which require passing their College Qualification Tests, so the necessary entrance examination especially at the University of the Philippines should be taken. Testing Centers and Scheduled Dates The GSIS scholarship examination will be administered on the dates and places as scheduled and printed herein below. Types of Examination 1. Intelligence Test (For both scholarships) only examinees whose level of intelligence classified them as mentally superior shall be entitled to the consideration and evaluation of their achievement/aptitude test. 2. Achievement Test (For science and technology scholarships): a. Verbal to test verbal ability and achievement. b. Numerical to test comprehension of concepts and manipulation of ideas. c. Information to test educational background. 3. Aptitude Test (For technical courses scholarship) appropriate aptitude test to be administered by an examining body composed of technicians from the Philippine College of Arts and Trades and the GSIS Scholarship Foundation. Selection of Finalists 1. The GSIS Scholarship Committee will notify the top ranking contestants of the date of their interview. 2. Interviewees shall bring with them the following: a. Certification from the principal, guidance counsellor or homeroom adviser regarding the student's mental ability, moral fitness, personality, social traits and aptitudes. b. Duly certified copy of BPS Form 137-A, containing the latest senior high school ratings obtained. c. X-ray examination results shall be required for those who qualify in the examination for three-year technical courses. 3. In case of ties, a retest of such candidates may be arranged. 4. The Committee will select the awardees on the basis of their performance and interview. aisa dc 5. The decision of the Committee is final and unappealable. 6. All finalists will be duly notified by the Executive Secretary of the Committee. B. M.
