Restudy of Foreign Scholarship Training Programs

February 21, 1978 REVENUE MEMORANDUM CIRCULAR NO. 009-78 TO : All Revenue Service Chiefs , Regional Directors , and Division Chiefs Quoted hereunder is Memorandum Circular No. 1041, dated February 1, 1978 of the Office of the President for your information and compliance: "MEMORANDUM CIRCULAR NO. 1041 "ENJOINING ALL HEADS OF DEPARTMENTS, BUREAUS AND OFFICES, INCLUDING GOVERNMENT OWNED OR CONTROLLED CORPORATIONS TO EXTEND THEIR FULL COOPERATION AND ASSISTANCE IN THE RE-STUDY OF FOREIGN SCHOLARSHIP TRAINING PROGRAMS "This Office is now in the process of making a re-study of the various foreign scholarships/training programs being availed of by the various agencies of the government, with the end in view of attaining maximum utilization of these programs to support the government manpower development efforts, to encourage the development of local scholarship and training resources and to save on the outflow of precious dollars. "In order therefore, to provide this Office with baseline information and data which are needed in the formulation of pertinent government polities on the matter, all heads of departments, bureaus and offices, including government owned or controlled corporations, are hereby enjoined to require all personnel concerned in their respective offices to accomplish the various forms hereto attached, and return them to this Office not later than February 28, 1978, and to provide other information that may be useful or needed in connection with this study.
