June 30, 1995 REVENUE ADMINISTRATIVE ORDER NO. 3-95 SUBJECT : Statement of Functions of the Information Systems Development Service Including the Divisions Under it Down to Section Level TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVE: This Order aims to delineate the organizational structure and functions of the Information Systems Development Service (ISDS) in line with the thrust and goal of the Bureau pursuant to Executive Order No. 132 streamlining the Bureau of Internal Revenue as implemented under RAO No. 4-93 dated December 1, 1993. II. ORGANIZATION: The Information Systems Development Service shall be under the supervision of the Deputy Commissioner for Information Systems Group and shall consist of the following divisions and respective sections: A. Systems Acquisition Division 1. Computer Hardware Section 2. Computer Software Section 3. Computer Services Section B. Application Design and Development Division 1. Business Analysis Section 2. Systems Design Section 3. Programming and Testing Section 4. Prototyping Section 5. Documentation and Technical Library Section C. Systems Programming and Database Management Division 1. Network Administration Section 2. Systems Administration Section 3. Database Administration Section D. Quality Assurance Division 1. Standards Development Section 2. Tax Administration Systems Quality Control Section 3. Compliance Systems Quality Control Section III. FUNCTIONS: INFORMATION SYSTEMS DEVELOPMENT SERVICE shall : 1. Perform staff and consultative functions relative to the acquisition and development of systems as specified in the Information Systems Strategic Plan (ISSP); 2. Coordinate with the primary contractor selected by the BIR to develop and implement the New Computer Systems (NCS) and such other contractors that may be required for the continuing computerization program; 3. Monitor the status and determine the acceptability of all hardware, software and related services delivered by all vendors; 4. Identify, implement and enforce hardware and software standards selected for use; 5. Maintain and enhance existing information systems; 6. Determine utilization of existing information systems within the hardware and software architecture specified for in the ISSP; 7. Collaborate with other government agencies and private entities to ensure compatibility of data to be integrated into the BIR Information Systems; and 8. Perform such other related functions as may be assigned. A. SYSTEMS ACQUISITION DIVISION shall : 1. Control, monitor and review all information systems hardware and software acquisition activities to ensure that requirements of relevant public laws, government procurement regulations and written government guidelines are met; 2. Coordinate with the Financial and Administrative Service (FAS) in the preparation of procurement documents and the publication of bid notices; 3. Coordinate the technical evaluation of all bid proposals related to information systems received by the BIR. 4. Assist in the evaluation of bids submitted by vendors for computer hardware, software and related services in coordination with FAS; and 5. Perform such other related functions as may be assigned. A-1. Computer Hardware Section shall : 1. Initiate the acquisition of computer hardware and peripherals in coordination with the Procurement Division of the FAS; 2. Evaluate, review and recommend all computer hardware related acquisitions, including Local/Wide Area Network and telecommunication facilities; 3. Coordinate with the Prequalification Bid and Award Committee (PBAC) and the FAS in controlling, monitoring and reviewing all computer hardware acquisitions; 4. Coordinate with the Network and Systems Operations Division in establishing requirements for the upgrading of existing computer hardware. 5. Participate in continuing education/training on modern techniques for the appraisal and evaluation of computer hardware specifications and features; and 6. Perform such other related functions as may be assigned. A-2. Computer Software Section shall : 1. Initiate the acquisition of computer software and peripherals in coordination with the Procurement Division of the FAS; 2. Evaluate, review and recommend all computer software related acquisitions; 3. Coordinate with the Prequalification Bid and Award Committee (PBAC) and the FAS in controlling, monitoring and reviewing all computer software acquisitions; 4. Conduct extensive studies/researches trends utility and acceptability of various softwares available in the Information of Technology market; 5. Coordinate with other divisions for the upgrading of existing and/or acquisition of new computer software; and 6. Perform such other related functions as may be assigned. A-3. Computer Services Section shall : 1. Evaluate, review and recommend all training and maintenance services acquisitions covering hardware and software including contractual services for special projects as may be required by the Bureau; 2. Coordinate with the Prequalification Bid and Award Committee (PBAC) and the FAS in controlling, monitoring and reviewing all training and maintenance services acquisitions covering hardware and software including contractual services for special projects as may be required by the Bureau; and 3. Perform such other related functions as may be assigned. B. APPLICATION DESIGN AND DEVELOPMENT DIVISION shall : 1. Design, develop and implement applications software products; 2. Assist in identifying problems and proposing possible solutions relative to the development/implementation of systems/applications software; 3. Design, code and test each module of the prototype information system; 4. Prepare system documentation such as user's manuals, operations manuals and software maintenance manuals; 5. Coordinate with Quality Assurance Division to ensure compliance with software standards and naming conventions adopted by the BIR; and 6. Perform such other related functions as may be assigned. B-1. Business Analysis Section shall : 1. Evaluate impact of environmental changes such as new legislation, government circulars, external linkages, etc. on existing computerized systems; 2. Evaluate requests for new application systems and modifications in relation to existing systems and identify the scope of the new system or enhancement; 3. Prepare system proposals/project plans for new systems to be developed; and 4. Perform such other related functions as may be assigned. B-2. Systems Design Section shall : 1. Convert systems proposals to appropriate system models; 2. Prepare detailed specifications; 3. Coordinate with other agencies in the establishment of interfaces; and 4. Perform such other related functions as may be assigned. B-3. Programming and Testing Section shall : 1. Convert detailed specifications to program codes; 2. Test program codes; 3. Develop general purpose program templates; and 4. Perform such other related functions as may be assigned. B-4. Prototyping Section shall : 1. Integrate system modules; 2. Prepare Installation Diskettes and Installation guide; 3. Implement the new system or system enhancements in a pilot office; 4. Identify weaknesses in the system and recommend modifications or acquisition of new system or system enhancements; and 5. Perform such other related functions as may be assigned. B-5. Documentation and Technical Library Section shall : 1. Prepare System/Program Documentation; 2. Prepare User's Manual; 3. Compile Technical Manual; 4. Prepare User Training Manuals and Workbooks; 5. Store, index and retrieve technical materials; and 6. Perform such other related functions as may be assigned. C. SYSTEMS PROGRAMMING AND DATABASE MANAGEMENT DIVISION shall : 1. Install and maintain all operating systems and database management software packages; 2. Coordinate with other divisions to ensure that systems software packages are configured to meet the needs of the BIR user-community; 3. Build and maintain all operational data dictionaries developed by the BIR; 4. Install and maintain all telecommunications software packages; 5. Prescribe all back-up, data recovery and database restructuring activities in coordination with the needs of the system users; and 6. Perform such other related functions as may be assigned. C-1. Network Administration Section shall : 1. Configure and supervise installation of network peripherals and software; 2. Monitor and analyze network operations to ensure optimum performance; 3. Develop standards for security and control over access to the network; 4. Develop standards on disaster recovery in case of network failure; 5. Coordinate with Training Division in the conduct of network administration trainings; and 6. Perform such other related functions as may be assigned. C-2. Systems Administration Section shall : 1. Configure Operating System (OS); 2. Monitor, analyze and optimize OS performance; 3. Develop standards for security and control of OS against unauthorized access; 4. Develop standards on disaster recovery in case of OS failure; 5. Coordinate with Training Division in the conduct of system administration trainings; and 6. Perform such other related functions as may be assigned. C-3. Database Administration Section shall : 1. Configure database management software; 2. Monitor, analyze and optimize database performance; 3. Develop standards for security and control of databases against unauthorized access; 4. Develop standards for disaster recovery in case of database failure; 5. Coordinate with Training Division in the conduct of database administration trainings; and 6. Perform such other related functions as may be assigned. D. QUALITY ASSURANCE DIVISION shall : 1. Ensure quality systems development and operations by implementing comprehensive quality assurance procedures and standards; 2. Review compliance to existing quality assurance standards of systems and software engineers, vendors, analysts, programmers and systems testing personnel; 3. Conduct independent quality review during various stages of the Systems Development Life Cycle (SDLC) including post implementation; 4. Provide assistance to other components of the ISDS and other BIR offices by serving as a primary Quality Coordinator for quality improvement efforts; 5. Coordinate with other Information Systems Management Organizations, ISOS and customer components in testing the systems as acceptable for implementation; and 6. Perform such other related functions as may be assigned. D-1. Standards Development Section shall : 1. Develop standards for the evaluation of performance levels of IS personnel and quality of outputs generated; 2. Conduct a continuing review of all IS technical, procedural and clerical operations manuals; 3. Devise techniques for the review/evaluation of performance and product quality levels; and 4. Perform such other related functions as may be assigned. D-2. Tax Administration Systems Quality Control Section shall : 1. Develop and conduct acceptability tests of tax administration systems such as Financial Resource Information System (FRIS), Human Resources Information System (HRIS) and Physical Resources Information System (PRIS); 2. Simulate live operation of new or revised systems, procedures, forms, instructions and computer programs designed to process related documents and data; 3. Develop appropriate test documents and data establish predetermined control and output results; 4. Test all manual procedures, machine processes and computer programs under predetermined controls to determine readiness of the system to produce records and outputs in accordance to user requirements; 5. Identify deficiencies or problem areas, recommend modifications and test any changes; and 6. Perform such other related functions as may be assigned. D-3. Service Delivery Systems Quality Control Section shall : 1. Development and conduct acceptability tests of service delivery systems such as the Collection Information Systems (CIS), Assessment Information Systems (AIS), Tax Assistance Information Systems (TAIS), Planning and Control Information Systems (PCIS) and Legal Information Systems (LIS); 2. Simulate live operation of new or revised systems, procedures, forms, instructions and computer programs designed to process tax returns and other related documents and data; 3. Develop appropriate test documents and data and establish predetermined control and output results; 4. Test all manual procedures, machine processes and computer programs under predetermined controls to determine readiness of the system to produce records and outputs in accordance to user requirements; 5. Identify deficiencies or problem areas, recommend modifications and test any changes; and 6. Perform such other related functions as may be assigned. IV. REPEALING CLAUSE: This Order supersedes all revenue issuances or portions thereof inconsistent herewith. V. EFFECTIVITY: This Order shall take effect immediately. RENE G. BAEZ Acting Commissioner
