August 7, 2000 REVENUE ADMINISTRATIVE ORDER NO. 16-00 SUBJECT : Organization and Functions of the Information Systems Development Service Including the Divisions Under It Down to Section Level TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVE: This Order defines the organization and functions of the Information Systems Development Service including its divisions and sections pursuant to Executive Order No. 175 dated November 3, 1999 on Organizational Restructuring of the Bureau of Internal Revenue to Improve Administrative Control Over Certain Categories of Taxpayers. II. ORGANIZATION: The Information Systems Development Service shall be under the direct supervision of the Deputy Commissioner for Information Systems Group. It shall be headed by an Assistant Commissioner and shall be composed of the following divisions with their respective sections: A. Systems Development Division 1. Functional Analysis Section 2. Technical Design Section 3. Program Development Section 4. Prototyping and Testing Section B. Systems Maintenance and Support Division 1. Application Systems Support Section 2. Systems Maintenance Section 3. Technical Environment Support Section 4. Systems Performance Improvement Section III. FUNCTIONS: INFORMATION SYSTEMS DEVELOPMENT SERVICE shall: 1. Perform staff, advisory and consultative functions relative to the development and maintenance and/or enhancement of Information Systems; 2. Prepare Technical Specifications Reports and Detailed Design and Programming Deliverables and ensure conformance to technical standards; 3. Prepare completed application work unit package, assembling all documentations and source codes; 4. Conduct system investigation and impact analysis in enhancing/trouble shooting any application system/software-related problem in production; 5. Implement design modifications on package-software/customized software components; 6. Evaluate requests for new application system, prepare project plan and design and develop the application/software-related products; 7. Develop and administer policies, work programs, standards, guidelines and procedures relative to the abovementioned functions; 8. Provide policy guidance and operational directions to all divisions under the Service relative to the abovementioned functions; 9. Coordinate with proper offices in the implementation of the abovementioned functions; 10. Monitor, evaluate and improve programs and activities under the responsibility of the Service; 11. Review, recommend and/or approve all reports and other actions of the divisions under the Service; 12. Consolidate and/or prepare prescribed reports for submission to the offices concerned; and 13. Perform such other related functions as may be assigned. A. Systems Development Division shall: 1. Evaluate requests for new application system and major functional enhancements to existing systems; 2. Identify and document application system deficiencies/weaknesses; 3. Prepare project plans, Functional Specifications Report and Management Report for new systems and major systems changes to be developed and ensure conformance to technical standards; 4. Convert systems proposals to appropriate system models; 5. Design logical and physical database; 6. Prepare Technical Specifications Reports and Detailed Design specifications and ensure conformance to technical standards; 7. Define application on-line messages; HEacDA 8. Convert detailed application system specifications to program codes; 9. Develop general purpose program templates; 10. Prepare completed application work unit package, assembling all documentations and source codes; 11. Develop comprehensive test data; 12. Conduct functional and systems tests regarding new application systems and major functional enhancements; 13. Prepare installation media and guide and coordinate with systems owners for the preparation of users manuals and training materials and IPQS for comprehensive testing and release of application systems; 14. Coordinate with proper offices in the implementation of the abovementioned functions; 15. Prepare prescribed reports for submission to the offices concerned; 16. Prepare revenue issuances relative to the abovementioned functions; and 17. Perform such other related functions as may be assigned 1. Functional Analysis Section shall: 1.1. Evaluate requests for new application systems and major functional enhancements to existing systems; 1.2. Identify and document application system deficiencies/weaknesses; 1.3. Prepare project plans, Functional Specifications Report and Management Report for new systems and major system changes to be developed and ensure conformance to technical standards; 1.4. Assign ITS codes for new systems and/or those affected by major functional enhancements as identified by systems owner; 1.5. Coordinate with other agencies in the establishment of application requirements; 1.6. Coordinate with systems owners for preparation of users manuals and training materials and with IPQS for comprehensive testing and release of application systems; and 1.7. Perform such other related functions as may be assigned. 2. Technical Design Section shall: 2.1. Prepare Technical Specifications Reports and Detailed Design specifications and ensure conformance to technical standards; 2.2. Convert systems proposals to appropriate system models; 2.3. Design logical and physical database; 2.4. Define application on-line messages; and 2.5. Perform such other related functions as may be assigned. 3. Program Development Section shall: 3.1. Convert detailed application system specifications to program codes; 3.2. Develop general purpose program templates; 3.3. Perform units tests; 3.4. Prepare completed application work unit package, assembling all documentations and source codes and ensure conformance to technical standards; and 3.5. Perform such other related functions as may be assigned. 4. Prototyping and Testing Section shall: 4.1. Integrate application system modules; 4.2. Develop comprehensive test data; 4.3. Conduct integrated functional and system tests regarding new application systems and major system enhancements; 4.4. Prepare installation media and guide in accordance with the technical standards; 4.5. Assist in the implementation of a system during the pilot acceptance phase; and 4.6. Perform such other related functions as may be assigned. B. Systems Maintenance and Support Division shall: 1. Monitor performance and integrity of application systems during initial release to production; 2. Conduct system investigation and impact analysis in enhancing/trouble shooting any application system; 3. Communicate any first-aid resolutions to production thru Help Desk Center and recommend control measures in preventing recurrence of the problem; 4. Coordinate with end-users and operations personnel in implementing data corrections or identifying non-compliance with manual procedures in data processing; 5. Prepare System Investigation Request for appropriate fixes and enhancements; 6. Create and forward Systems Investigation Request to Systems Development Division (SDD) for future application systems and major system enhancements; 7. Maintain and allocate analysis and programming resources based on the custom application, package software or architecture software maintenance work schedule; 8. Implement design modifications on custom application, package-software and architecture software modifications; 9. Conduct functional and system tests regarding custom application, package-software and architecture software modifications; 10. Prepare package software/custom software documentation in accordance with technical standards; 11. Assess fixes to the operating system, database and application systems in terms of adherence to standards and optimized performance; 12. Monitor CPU workloads, memory utilization and disk space to determine current and future capacity requirements of the development environment; 13. Monitor system- and database performance in the development environment, identify bottlenecks and tune the system; 14. Provide inputs to Technical Manuals in accordance with established standards; 15. Coordinate with proper offices in the implementation of the abovementioned functions; 16. Prepare prescribed reports for submission to the offices concerned; 17. Prepare revenue issuances relative to the abovementioned functions; and 18. Perform such other related functions as may be assigned. 1. Application Systems Support Section shall: 1.1. Conduct system investigation and impact analysis in enhancing/trouble-shooting any application system/software-related problem in production; 1.2. Prepare and forward Systems Investigation Request to the appropriate section of the Division for appropriate fixes and enhancements; 1.4. Create and forward Systems Investigation Request to Functional Analysis Section (FAS) of Systems Development Division for future application systems and major functional enhancements; 1.5. Assign ITS codes for items affected by systems enhancement as identified by systems owner; 1.6. Coordinate with end-users and operations personnel in implementing data corrections or identifying non-compliance with manual procedures in data processing; 1.7. Monitor performance and data integrity of application systems during initial release to production; and 1.8. Perform such other related functions as may be assigned. 2. Systems Maintenance Section shall: 2.1. Maintain and allocate analysis and programming resources based on the application systems (custom application, package software and architecture software) maintenance work schedule; 2.2. Implement design modifications on application systems components; 2.3. Conduct functional and system tests regarding application systems modifications; 2.4. Prepare application systems documentation in accordance with technical standards; 2.5. Coordinate with Prototyping and Testing Section for comprehensive integration test and preparation of corresponding installation software and guide; and 2.6. Perform such other related functions as may be assigned. 3. Technical Environment Support Section shall: 3.1. Manage and maintain the hardware, software and network components of the development environment; 3.2. Provide technical support to application developers; 3.3. Design, develop and maintain common architectural components of the application systems; 3.4. Provide inputs to Technical Manuals in accordance with established standards; 3.5. Coordinate with the different offices within ISDS in ensuring a normal development environment set-up; 3.6. Prescribe all back-up, data recovery and database restructuring activities for development environment; 3.7. Develop standards for security and control of databases against unauthorized access of the development environment; and 3.8. Perform such other related functions as may be assigned. 4. Systems Performance Improvement Section shall: 4.1. Assess fixes to the operating system, database and application systems in terms of adherence to standards and optimized performance; 4.2. Monitor CPU workloads, memory utilization and disk space to determine current and future capacity requirements of the development environment; 4.3. Monitor system and database performance in the development environment, identify bottlenecks and tune the system; 4.4. Implement application system and database tuning in the development environment; 4.5. Provide inputs to Technical Manuals in accordance with established standards; and 4.6. Perform such other related functions as may be assigned. IV. REPEALING CLAUSE: All issuances or portions thereof not consistent with the provisions of this Order are hereby repealed or amended accordingly. V.
