February 7, 1991 REVENUE ADMINISTRATIVE ORDER NO. 02-91 SUBJECT : Creation of the Project Management Office (PMO) for Tax Computerization TO : All Internal Revenue Officials and Others Concerned I. Scope : In order that the tax computerization program of the Bureau may be effectively implemented, a Project Management Office (PMO) for Tax Computerization is hereby created under the supervision of the Office of the Commissioner. II. Staffing : The PMO shall be headed by a Project Manager and composed of an appropriate number of personnel to carry out its duties and functions. III. Functions : The PMO shall have the following functions: A. Develop and design the tax computerization program of the Bureau, in coordination/collaboration with the Information Technology Policy Coordinating Committee (ITPCC); B. Oversee the streamlined implementation of the tax computerization program; acd C. Formulate and establish policies and guidelines for the effective implementation of the tax computerization program; D. Introduce the short-term recommendations (1-2 years) for simplifying procedures; E. Develop and introduce a pilot project for computerizing a selected RDO; and F. Develop and implement long-term project (5-7 years) to revamp and computerize all tax administration procedures. IV. Repealing Clause : This order supersedes all issuances and/or portions thereof inconsistent herewith. cdt V. Effectivity : This Order takes effect immediately. JOSE U.
