Creation of the Committee for the Custody of BIR Security Paper

February 27, 1970 REVENUE ADMINISTRATIVE ORDER NO. 02-70 SUBJECT : Creation of the Committee for the Custody of BIR Security Paper The procurement and custody of the BIR Security Paper (Water-marked) being used exclusively by the Bureau of Internal Revenue for the printing of various accountable forms was previously handled by the Bureau of Printing. However, for security reasons and better control of the paper, this Bureau has taken over the custody thereof. To take charge of the procurement and custody of the said paper, a Committee is hereby created composed of the following: cdt Chief, Accountable Forms Division Chairman Chief, Personnel Audit Division Member Auditor, BIR or his duly Member authorized representative The Committee shall have the following functions and responsibilities: 1. To protect and safeguard the custody of the security paper in accordance with customary governmental procedures; 2. To issue said security paper only upon duly accomplished and approved Requisition and Issue Voucher (Gen. Form No. 45(A)), specifying therein the purpose for which the paper will be used; 3. To maintain strict accounting of the security paper procured and issued and for this purpose the Committee should keep such records as are necessary; 4. To make necessary arrangements with the Chief, General Services Division for a storeroom to be used exclusively for the purpose of safekeeping the security paper. The door of the storeroom must be provided with three (3) locks the keys of which shall be kept by each member of the Committee. The door of the storeroom shall be opened only in the presence of all the members of the Committee; and 5. To submit to the Commissioner of Internal Revenue a monthly statement of its accomplishments, specifying the number of sheets of security paper issued, date of issue, to whom issued and the purpose for which the paper was issued. The report shall also contain a statement showing the stock position at the end of every month. 6. To determine the needs of the Bureau of Internal Revenue for security paper and submit its recommendations to the Commissioner of Internal Revenue for replenishments needed in order that a steady supply of the paper can be maintained.
