WHEREAS, Rule X, Section 2 of the Local Government Code of 1991 and its Implementing Rules provide that any local government unit may adopt its own organizational structure and staffing pattern in order to organize, restructure and consolidate the functions of offices to achieve economy, efficiency and simplicity; WHEREAS, the Local Government of Quezon City recognizes the importance of health and overall safety of its people; CAacTH WHEREAS, in order to effectively accomplish its objective of providing immediate patient care by the nature of hospital operation, to include high priority purchases of emergency drugs and medicines, laboratory regents and dietary daily market purchases, and other life-saving services to its constituents, there is a need to restructure the Rosario Maclang Bautista General Hospital to a level II General Hospital; WHEREAS, the development, maintenance and administration of the "Rosario Maclang Bautista General Hospital" can be carried out more effectively and efficiently by assigning such to the Department of Health (DOH) under the governing authority of the City Mayor. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED: ARTICLE I SECTION 1. Staffing Requirements . OF EMPLOYEES: (Four Hundred Four) 404 ARTICLE II The Organizational Structure and Staffing Standards SECTION 2. Under the Revised Organizational Structure and Staffing Standards for Government Hospitals, Level 2 Hospital shall have as minimum, all of Level 1 capacity, including, but not limited to, the following: IAETDc a. An organized staff of qualified and competent personnel with Chief of Hospital/Medical Director and appropriate board-certified Clinical Department Heads; b. Departmentalized and equipped with service capabilities needed to support board-certified/eligible medical specialists and other licensed physicians rendering services in the specialties of Medicine, Pediatrics, Obstetrics and Gynecology, Surgery, their sub-specialties and ancillary services; c. A general Intensive Care Unit (ICU) for critically ill patients; d. A Neonatal Intensive Care Unit (NICU); e. A High Risk Pregnancy Unit (HRPU); f. Provision of respiratory therapy services; g. A DOH-licensed tertiary clinical laboratory; and h. A DOH-licensed Level 2 imaging facility with mobile x-ray inside the institution and with capability for contrast examinations. SECTION 3. Service Capability of a Level 2 Hospital . 3.1.1. Departmentalized hospital that provides clinical care and management on the prevalent diseases in the locality, as well as particular forms or treatment, surgical procedure and intensive care; 3.1.2. Clinical services provided in the Level 1 Hospital, as well as specialty clinical care; 3.1.3. Provide appropriate administrative and ancillary services (clinical laboratory, radiology, pharmacy);and 3.1.4. Nursing care provided in the Level 1 Hospital, as well as total and intensive skilled care. FINAL PROVISIONS SECTION 4. Separability Clause . If any part of this Ordinance is declared unconstitutional or invalid for any reason by a court of competent jurisdiction, the remaining parts hereof which are unaffected by the declaration shall continue in full force and effect. SECTION 5. Repealing Clause . All ordinances, rules and regulations or parts thereof, which are in conflict with the provisions of this Ordinance are hereby deemed repealed or modified accordingly. SECTION 6. Effectively . This Ordinance shall take effect immediately upon its approval. ENACTED: November 27, 2017. (SGD.) RODERICK M.
