WHEREAS, local government units within their respective territorial jurisdictions shall preserve and enrich culture as well as ensure and support, among other things, tourism development and promotion programs pursuant to Sections 16 and 17 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991; WHEREAS, recognizing the importance of preserving and promoting the City's cultural heritage, the Quezon City government built the Quezon City Museum to increase the level of consciousness of Filipinos, especially the City's residents, on the rich history and identity of Quezon City; WHEREAS, the Quezon City Museum is the first LEED Certified Museum in the metropolis, which shall be known as the "Quezon City Museum Complex",consisting of an area of 20,000 square meters, more or less, located inside the Quezon Memorial Circle; TAIaHE WHEREAS, the establishment of the Quezon City Museum Complex is a major step toward the fulfilment of President Manuel L. Quezon's "dream of a capital city that, politically, shall be the seat of the national government; aesthetically, the showplace of the nation a place that thousands of people will come to visit as the epitome of the culture and the spirit of the country"; WHEREAS, the Quezon City Museum Complex will showcase the City's history and development and feature cultural activities, art exhibitions, film showings, and performances; WHEREAS, it will also serve as an income-generating venue through designated rentable units, spaces and other facilities, hence, there is a need to set the fees and charges to be imposed thereon. BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED: SECTION 1. The Quezon City Museum Complex. The Quezon City Museum Complex, hereinafter referred to as the "Quezon City Experience",is located in Elliptical Road, Diliman, Quezon City, inside the Quezon Memorial Circle, and faces Philcoa. It comprises of a five-building complex in a sprawling area of 20,000 sq.m. namely, Gallery A (335.46 sq.m.),Gallery B (2,382.28 sq.m.) Gallery C (609.90 sq.m.),Administrative Building (640.31 sq.m.) and Business Center (1,265.25 sq.m.). cDHAES SECTION 2. Fees and Charges. The City government hereby prescribes the fees and charges for the lease of units, spaces and other facilities located within the Quezon City Museum Complex, as follows: A. For the Facilities 1. Indoor Gallery C (609.9 sq.m.) for exhibition 300/sq.m. @ month (if selling artworks + 30% commission) 2. Business Center Mini Theater (163.4 sq.m.) P15,000/3hr. + P3,000 (for every hour) Conference Room P5,000/3hr. + (52.98 sq.m.) P1,000 (for every hour) Lecture Hall (110.09 sq.m.) P10,000/3hr. + P2,000 (for every hour) 3. Al fresco Cafe 1 (80.33 sq.m.) @ P600/sq.m. P48,198/month Cafe 2 (70.33 sq.m.) @ P600/sq.m. P42,198/month Shops (P600/sq.m.) Shop1 (33.37 sq.m.) P20,022/month Shop2 (38.70 sq.m.) P23,220/month Shop3 (45.10 sq.m.) P27,060/month 4. Outdoor Spaces P50/sq.m. for every 3 hours + P10/sq.m. every hour (or fraction) thereafter B. Admission Fees I. Regular Fees i. Student with valid school I.D. P80.00 ii. Quezon City Resident P100.00 ITAaHc iii. Non-Quezon City Resident P150.00 II. Special Discount i. Group of fifty (50) Persons P20% Discount ii. Group of fifty (50) Students P30% Discount iii. Senior Citizen/Persons with Disabilities/Solo Parent P20% Discount iv. QC Senior Citizen's P50% Discount v. Family of five (5) members (Limited only to spouses and up to the 2nd degree of consanguinity) P20% Discount vi. Children below six (6) years-old Free of charge Any person who would like to avail the fees prescribed under item B I (1 and 2) and II (1, 2, 3, 4, 5 and 6) of this Section shall present valid identification card and/or documents as sufficient proof. Otherwise, the fees prescribed under B, I (3) shall apply. CHTAIc Provided that, the special discounts herein may be availed only to the exclusion of the other special discount available/applicable for him/them. SECTION 3. Exemption. Officials and/or employees of the Quezon City government to include Barangay Officials, Punong Barangay and Kagawad using the units spaces or other facilities within the Museum Complex that is in line with the City's official function or activity shall be exempt from payment of the herein prescribed fees and charges. SECTION 4. Special Account. There shall be created a special account wherein all the proceeds from the lease, rent or use of any facilities of the Museum Complex are to be credited or deposited. This special account shall be reserved exclusively for the maintenance and development of the Museum Complex. SECTION 5. Separability Clause. If, for any reason, any part or provision of this Ordinance shall be held unconstitutional or invalid, other parts or provisions hereof, which are not affected thereby, shall be in full force and effect. EATCcI SECTION 6. Repealing Clause. All Ordinances, Resolutions, Rules, Executive Orders, Memorandum Circulars and Office Orders or parts thereof, which are inconsistent with any provisions of this Ordinance, are hereby repealed or modified accordingly.
