November 20, 2001 QUEZON CITY ORDINANCE NO. SP-1081-01 AN ORDINANCE AMENDING ARTICLE 7, SECTION 12 (D) OF ORD INANCE NO. S P-91, S-93, MORE POPULARLY KNOWN AS THE QUEZON CITY REVE NUE CO DE SO AS TO PROVIDE ADDITIONAL INCENTIVE TO PROMPT ANNUAL PAYMENT OF REAL PROPERTY TAXES Introduced by Councilors ALMA F. MONTILLA and VICTOR V. FERRER, JR. Co-Introduced by Councilors Vincent P. Crisologo, Elizabeth A. Delarmente, Julian M.L. Coseteng, Jesus "Bong" C. Suntay, Janet M. Malaya and Almario E. Francisco. WHEREAS, Section 192 of Republic Act No. 7160, otherwise known as the Local Government Code states that: "Section 192. Authority to Grant Tax Exemption Privileges . Local government units may, through ordinances duly approved, grant tax exemptions, incentives or reliefs under such terms and conditions as they may deem necessary." WHEREAS, it is the call of the national government to alleviate the economic condition of our people, and our city government to be able to respond to this call must initiate programs and reforms that will benefit both our people and our city government. WHEREAS, the target city revenue can be achieved not only through effective tax imposition and collection but also through incentive grants that will encourage our taxpayers to update their payments; WHEREAS, the City of Manila and the Municipality of San Juan, both adjacent to Quezon City are already granting 20% incentive to their prompt real property taxpayers; WHEREAS, to help lessen the financial burden being experienced by our taxpayers and at the same time encourage them to pay their real property taxes not only on time but in advance, there is a need to give additional incentive to the very people who are our vital partners in developing our beloved city. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN SESSION ASSEMBLED: SECTION 1. Article 7 Section 12 (d) of Ordinance No. SP-91, S-93, more popularly known as the Quezon City Revenue Code is hereby amended so as to give additional incentive to prompt annual real property taxpayers of Quezon City, to read as follows: "Sec. 12 (d) Tax Discount for Prompt Payment . There is hereby granted a twenty percent (20%) discount if the basic real property tax and the additional tax accruing to the Special Education Fund are paid in full on the first quarter of the current year. A ten percent (10%) discount is hereby granted if the basic real property tax and the additional tax accruing to the Special Education Fund are paid on time in accordance with the prescribed schedule of payment as provided under item (b)." SECTION 2. The Offices of the City Treasurer and the City Assessor are hereby tasked to disseminate this information to the real property taxpayers of Quezon City before the commencement of taxpaying period for the year 2002.
