PUERTO PRINCESA CITY ORDINANCE NO. 861 AN ORDINANCE AMENDING CHAPTER VIII, SECTION 8F.03, CHAPTER VIII, SECTION 8A.02, CHAPTER XI, SECTION 11E.04, CHAPTER XIII, SECTION 13B.02, SECTION 13B.03, SECTION 13C.03, SECTION 13D.03, 13E.02 OF CITY ORDINANCE NO. 794, OTHERWISE KNOWN AS "THE REVISED REVENUE CODE OF PUERTO PRINCESA 2016" Authored by: Committee on Ways and Means BE IT ORDAINED by the Sangguniang Panlungsod of Puerto Princesa, by virtue of the powers vested in it by law, in session assembled, THAT: SECTION 1. Chapter VIII, Section 8F.03 , is hereby amended to read as follows: HTcADC Section 8F.03. Administrative Provisions. 1. x x x 2. The fees imposed under Section 8F.01 for the Underground River tour/visit shall not be applied on all prior and paid bookings made as of December 31, 2016 until April 30, 2017. 6. Guidelines for Free of Charge (FOC) PPSRNP Visitor Entry Permit. 1. Qualified Guests to Avail FOC a. Dignitaries or VIP Guests of City Government; b. Research group/academe with PAMB approval; c. Partner agencies (DENR personnel, PCSD, PNP, Coast Guard, WESCOM, MARINES, Tourism-dot or official business trip with travel order of mission order. d. PAMB (Protected Area Management Board) Members and PPSRNP Staff and their immediate family e. IPs and Community members of 4 Barangays namely, Brgy. Tagabinet, Brgy. Cabayugan, Brgy. Marufinas, and New Brgy. Panggangan, and their immediate family-spouse and children (with Barangay Certificate will have an FOC for the purpose of UR Visit)-during lean season (June to October) once a year. f. Senior Citizens of Puerto Princesa City with OSCA ID Card. 2. Procedure and Requirements (except for PAMB, IP and Community Members) a. Secure request letter from the government agencies, dignitaries or VIP guests addressed to the City Mayor. b. Letter must contain the names of the guests. c. Age and nationality of guests. d. Reasons for visit/tour. e. Date and Time of visit/tour. Time of tour will depend on the availability of booking slots (paying guests should be prioritized, unless otherwise a VIP.) f. Request letter must have a received stamp indicating the time and date of receipt and signed by the receiving officer of the City Administrator's Office. g. Request letter must be duly signed and approved by the City Mayor of his authorized representative. h. On the absence of the Park Superintendent, the Officer in Charge or Immediate Supervisor is authorized to make decisions, actions or approval to the request letter. i. Release of request letter from PPSRNP Administrative Office to the PPSRNP Booking Office attendants for processing of Free of Charge Visitor Entry Permit. j. Release of Free of Charge Visitor Entry Permit from PPSRNP Office. SECTION 2. Chapter VIII, Section 8A.02 shall be read as follows: Section 8A.02. Time and Manner of Payment. x x x ENVIRONMENTAL FEE imposed to guests and visitors of Puerto Princesa City as prescribed in Section 8A.01, par 6 shall be paid at the City Treasure's Office or at the first place of interest to be visited or in accordance with the guidelines formulated by the City ENRO and concerned agencies. aScITE Collection made out of environmental availment fee shall be for the purpose of conservation and protection via environmental infrastructure projects and related programs to be determines and recommended by the city ENRO. EIGHTY PERCENT (80%) of the environmental availment fee collections shall be set aside and earmarked and utilized only for purposes of providing environmental infrastructures and programs as mentioned in the immediately preceding paragraph. TWENTY PERCENT (20%) shall be set aside and devoted to finance the collection expenses (MOOE) administrative personnel services, including the card system to be applied. No amount of the environmental availment fee shall be utilized for any other purpose except those expressly mentioned therein. EXCEPTION: ENVIRONMENTAL AVAILMENT FEE imposed under Chapter VIII, Section 8A.01, par. 6 for the underground river tour/visit shall NOT apply on all prior and paid bookings made as of December 31, 2016 until April 30, 2017. If, for any reason, any section or provision of this Ordinance shall be held to be unconstitutional or invalid by competent authority, such judgment or action shall not affect or impair the other sections or provisions thereof. SECTION 9. Repealing Clause . All other ordinances which are inconsistent and contrary with the provisions of this Ordinance are hereby repealed, modified and amended accordingly. SECTION 10. Effectivity . This Ordinance shall take effect fifteen (15) days following its publication in a local newspaper of general circulation in the City of Puerto Princesa.
