PUERTO PRINCESA CITY ORDINANCE NO. 1099 AN ORDINANCE AMENDING SECTION 6B.01, ARTICLE B, CHAPTER VI OF CITY ORDINANCE NO. 794, OTHERWISE KNOWN AS THE REVISED REVENUE CODE OF PUERTO PRINCESA CITY OF 2016 Authored by: Hon. Ventura, City Councilor WHEREAS , by virtue of Presidential Proclamation No. 922, series of 2020, a State of Public Health Emergency was declared throughout the Philippines due to the Corona Virus Disease 2019 (COVID-19) pandemic; WHEREAS ,the Puerto Princesa City Inter Agency Task Force (PPC-IATF),through PPC-IATF Resolution No. 16 adopted the IMT guidelines on the conduct of rapid antigen test as amended by the PPC-IATF; WHEREAS , the PPC-IATF proposed new laboratory services to be provided by the City Health Office (CHO), with the corresponding fees to be included in the Revised Revenue Code of Puerto Princesa City of 2016 to defray the costs of the services and tests provided; NOW THEREFORE ,on motion of Hon. Victor S. Oliveros, City Councilor, Majority Floor Leader. BE IT ORDAINED by the Sangguniang Panlungsod of the City of Puerto Princesa in its regular session assembled, THAT: SECTION 1. Section 6B.01, Article B, Chapter VI of Ordinance No. 794 is hereby amended to read, as follows: " SECTION 6B.01. Imposition of Fees. There shall be collected from any person who is given a physical examination by the City Health Officer, or his Assistants, as required by existing ordinances, the following fees: xxx xxx xxx K) COV1D-19 Laboratory Services 1) Reverse Transcription Polymerase Chain Reaction (RTPCR) 5,000.00 2) Antigen 1,000.00 3) Rapid Diagnostic Test (RDT) 700.00 4) Chemiluminescence immunoassay (CLIA) 1,000.00 The fees for the services provided under item K shall apply to the following subject to the evaluation of the City Health Office (CHO): 1) Authorized Persons Outside their Residence (APOR) inbound to and outbound of Puerto Princesa City; 2) Foreign and domestic tourists who are inbound to and outbound of Puerto Princesa City; 3) Private Individuals requesting the services for personal and other requirements . The following persons are exempt from fees for the services provided under item K of the above table, subject to the evaluation of the City Health Office (CHO): 1) Frontliners; 2) Indigent individuals, subject to the necessary documentary requirements of the CHO and CSWD; 3) COVID-19 patients for follow-up testing prior to release from quarantine facility; 4) Residents of Puerto Princesa tagged as COVD-19 suspects; 5) Close contacts of COVID-19 confirmed determined through contact tracing." SECTION 2. Effectivity . This Ordinance shall take effect fifteen (15) days following its full publication in a newspaper of general circulation, if possible, or posting in three (3) conspicuous places in the City of Puerto Princesa, in accordance with Article 114 of the Implementing Rules and Regulations of Republic Act No. 7160, otherwise known as the Local Government Code of 1991.
