Ruben L . Almadro Officer in Charge Gentlemen: Referring to your faxed letter dated November 25, 1999, please be advised that the directors and officers of the Corporation have not taken any action nor are they aware of any event which should provoke the rise in the price of OPMC Class "A" shares or Class "B" shares for that matter by about 47% as you advised.
