November 23, 1999 PSE CIRCULAR FOR BROKERS NO. 2991-99 PHILIPPINE STOCK EXCHANGE Tektite Tower, Exchange Road Ortigas Center, Pasig City Attention: Ms . Luisa W . Buenaventura Supervisor, Disclosure Department Ms . Racquel Angeles Assistant, Disclosure Department Gentlemen: Globe Telecom, Inc . hereby discloses that it signed yesterday evening two (2) agreements with the Philippine Long Distance Telephone Company ("PLDT") and Smart Communications, Inc. ("Smart") by virtue of which (a) PLDT will provide additional interconnect capacity and new points of interconnection between the Globe network and PLDT network; and (b) Globe will interconnect Smart's Short Message System with Globe's Short Message System. prcd Globe Telecom also confirms that (a) as of 4 pm of 16 November 1999 it activated Smart's 0919 GSM access code, and (b) as of 11 pm last night, 22 November 1999, the Globe and Smart SMS systems were interconnected. The parties also agreed to work in good faith towards discussing and resolving other interconnect issues between their networks.
