October 22, 1999 PSE CIRCULAR FOR BROKERS NO. 2703-99 Philippine Stock Exchange PSE Centre, Exchange Road Ortigas Centre, Pasig City Attention: Ms . Grace De Guia Disclosure Department Dear Ms. De Guia: Please be informed that after verification with the Stock and Transfer Agent of Fil-Estate Corporation (hereinafter referred to as the "Corporation"), it was discovered that Mr. Rafael Evangelista, who was elected as a director of the Corporation during the annual stockholders' meeting held on 28th September 1998, is not a stockholder of record the Corporation as of September 30, 1999. Hence, pursuant to Section 23 of the Corporation Code requiring a director to own at least one (1) share of stock of the corporation of which he is a director which must stand in his name in the books of the corporation. Mr. Rafael Evangelista is not qualified to be a director of the Corporation. Hence, only the following are the elected and qualified Directors of the Corporation: LexLib Robert John L.
