Almadro VP-Compliance & Surveillance Group RE : Armstrong Holdings Incorporated Gentlemen: We refer to your fax letter asking for an explanation on the unusual movement in the trading today, October 14, 1999, of the shares of stocks Armstrong Holdings, Inc. (the Company or AHI). Other than the events previously disclosed to the Philippine Stock Exchange (the Exchange) and reported to the Securities and Exchange Commission, we have no knowledge of any information that caused the unusual movement of AHI's shares today. As expressed in our earlier correspondence with the Exchange, we are of the opinion that it is the market forces that are influencing the share price of the Company, something that is not within our control.
